Our Team

Performance Institute Fellows provide thought leadership, strategic direction and hands-on expertise in expanding the Institute’s work and in advancing its mission to meet the critical issues and challenges facing organizations and governments.


Steve Olkewicz, PI’s Director for Data Quality and Performance Reporting, has over 25 years of professional management experience that he brings to The Performance Institute. He has worked with both public and private organizations where he has designed, developed, and implemented performance-reporting systems that have integrated with back-end data sources to reduce errors and ensure consistency of data used in data driven performance reviews. At PI, Steve also provides clients with consulting services in performance management, measure development, and strategic planning; his clients include The Department of Agriculture, Center for Medicare and Medicaid Service, HHS Office of Inspector General, and the Commonwealth of Massachusetts. Throughout his career, Steve has gained on understanding of the importance of identifying, developing, and using quality data to make decisions. He brings over 20 years of experience implementing systems to provide insight and guidance to his clients.

Tom Dobrydney has spent almost 30 years assisting Federal clients to improve their business processes and operational results. His specialized skills include Strategic Planning, Performance Management, Change Management, Program/Project Management and Workplace Learning/Knowledge Management. He is dedicated to helping organizations improve performance, generate innovation, and achieve strategic objectives by enhancing social learning skills/collaboration capabilities among employees, teams, and leadership.

Heather has more than 19 years of experience in the government sector. She started performance management and strategic planning 17 years ago while working in the budget office. Since then she has focused her performance management efforts inside the Public Works department, bringing them from measuring random items to measuring outcomes.

Dr. Steven Lagan, Research Fellow for the Performance Institute, specializes in public sector performance measurement and management.  His passion is helping public servants make performance management work, by supplementing the technical and analytical foundations of performance management with behavioural insights from individual and organizational psychology.  He has earned a Doctor of Business Administration (Cambridge College), a MS in Operations Research (Florida Institute of Technology), and a BS in Operations Research (United States Military Academy).  He is a Certified Quality Process Analyst (ASQ) and a Lean Six Sigma Black Belt (US Army), and he is the previous Chair of the Federal Improvement Team, the current Chair of the Process & Performance Improvement Working Group of the Military Operations Research Society, and a Member of the Board of Directors of the Military Operations Research Society.
