In an increasingly digital world, digital well-being emerges as a crucial aspect of our interactions through digital tools. Recognised as one of the 21 key competences in DigComp, DigComp 2.2 sheds light on digital well-being across its five dimensions. Emphasising that well-being should permeate all digital interactions, ALL DIGITAL, with contributions from our member organisations Maks vzw (Belgium), CARDET (Cyprus) and Punt TIC Catalunya (Spain), has compiled an analysis paper illuminating selected facets of this broad and encompassing subject. The themes chosen, “What does DigComp understand under digital well-being”, “digital well-being at the workplace”, “well-being for educators”, and “intergenerational digital competence gaps as risk factor in safeguarding well-being”, are meant to be basis for further dialogue and development on the topic.

A key point we raise in the paper is the awareness of digital technologies not being inherently positive or negative for users’ well-being, but that it is their adequate and responsible implementation and application that determines the impact on health and well-being. We also call for moving away from a view of offline and online world as separate entities and to increasingly approach them as intertwined and merged spheres that are to be understood as extensions of each other.

Our examination of digital well-being underscores the necessity for comprehensive, inclusive, and accessible digital competence development. Ensuring that everyone possesses at least basic digital competences is fundamental for effectively safeguarding and enhancing health and well-being in digital environments. Likewise, individuals involved in developing digital solutions, managing teams, educating others, and shaping policies must possess at least intermediate proficiency in digital health and well-being. This proficiency is crucial for acknowledging the associated responsibilities in their respective roles, encompassing the development of digital solutions, establishment of digital work procedures, teaching, and formulation of policies and regulations fostering well-being for all in the current and future digital landscapes.

STE(A)M related disciplines are becoming increasingly relevant to enhance digital skills and overall problem-solving competences for the digital age. That is why the Digital Education Action Plan (2021-2027) correctly identifies the key role of educators in delivering high-performing digital and STE(A)M education. In this context, the Policy Recommendations developed within the STEAMonEdu E+/KA3 project are highly relevant. STEAMonEdu focused on the professional development of STE(A)M educators, mainly by producing a competence framework that reflects the multiple roles they assume during STE(A)M teaching practice. As a consequence, the recommendations are based on the needs, outcomes, results, and lessons learnt from the project activities, which engaged all relevant stakeholders within the fields: teachers, educators, learning centres, education managers, and policymakers. Within the ALL DIGITAL Weeks 2022 awareness campaign they would contribute to the overall discussion on STE(A)M education by sharing the policy recommendations.

The event is therefore targeted to educators, learning centres, educator managers and policymakers at any level of formal, non-formal and vocational education and aspires to explore STE(A)M education policies and move them forward at European, national and local level.

Invited speakers will provide more details on the STE(A)M educator competence framework and associated tools, the STEAMonEdu training programme and Community of Practice, and they will discuss the importance of giving support and life to dedicated STE(A)M infrastructures, how to facilitate exchanges of students, educators, and policymakers.

Achilles Kameas

Professor of Pervasive and Mobile Systems with Hellenic Open University (HOU)

Dr.Eng. Achilles D. Kameas is Professor of Pervasive and Mobile Systems with Hellenic Open University (HOU), Deputy Dean of the HOU School of Science & Technology, Head of DAISSy Research Group, Scientific Coordinator of Research Unit 3 at Computer Technology Institute and Press “Diophantus” and member of the ESCO Group of experts, the CEN PC428 on e-competences and ICT Professionalism, the CEPIS IT Professionalism in Europe, the EADTU Course & Curriculum pool of experts, the ELOT Standardization Committee on Smart Cities and the CEDEFOP Community of VET practitioners (WG on integration of migrants). He has contributed to e-CF 3.0, DigComp 2.1, ESCO on ICT and ISO 37101.

He has participated in more than 45 EU and national R&D projects (coordinated more than 10 of them), published over 150 scientific articles and received more than 2000 citations. For over 25 years, Achilles has been promoting science, STEM education and ICT and digital competences to young people, professionals, policy makers, citizens and vulnerable groups at regional, national and European levels. His current research interests include peer learning platforms and social systems, IoT and mobile computing systems, digital skills, profiling of job roles and flexible learning paths.

 

Athanasios Iossifides

Associate Professor at International Hellenic University

From 1999 to 2010 he was with COSMOTE SA, first as a telecommunications engineer and then as the head of the Network Management Section of North Greece. From 2010 to 2019 he was with the Department of Electronics Engineering and since May 2019 he is with the Information and Electronic Engineering department of International Hellenic University, teaching courses on Signal Processing, Telecommunications, Wireless, and Mobile Communications, IoT, as well as Technical Presentation and Writing, in undergraduate and postgraduate programs of study. He was the academic Erasmus+ coordinator of his department and a member of the Erasmus Institutional Coordinating Committee from 2010 to 2018. From 2018 to 2020 he was the Director of the Advanced Electronic Systems Lab. He has participated in the setup, implementation, and support of several programs of study in higher education and has great experience in curricula and training programs design and management. He has been a member of IEEE since 1994.

He served as Editor for Wiley Transactions on Emerging Telecommunication Technologies (2013-2018) and IEEE Communications Letters (2015-2018). He has also served as TPC co-chair/member in numerous international conferences. He is/has been involved in several European H2020 and Erasmus projects (e.g., UMI-Sci-Ed, TeamUp5G, STEAMonEdu, TerraTech, etc.), national and internal company projects, and has published papers on wireless communications, IoT, and STEM education, topics that fall in his main research interests. He has been collaborating with CTI in the context of EU projects since 2016.

Laurentiu Bunescu

Head of Digital Education Programmes at Fundatia EOS Romania

Laurentiu Bunescu is currently Head of Digital Education Programmes at Fundatia EOS Romania. In his role, Laurentiu coordinates the major programmes run by EOS, as well as supporting the advocacy, networking and fundraising activities. He is also serving as a member of the Global Digital Literacy Council and as a member of ALL DIGITAL Board. Previously, he was the CEO of ALL DIGITAL in Brussels, a European network of digital competence centres, where he supervised the strategic development of the organization, the development of existing and new partnerships, and the growth of membership. Laurentiu is an expert in the fields of digital inclusion, digital competences and education, in a multi-cultural, international context. He is skilled in the management of digital competence centre networks, with a strong background in the non-profit sector and vast knowledge of the European digital inclusion policies and initiatives.

Paolo Russo

It is difficult for Paolo to give a name to his profession today, because for several years he has been doing a job that does not yet exist. When he tried to honestly answer the questions of the Italian government’s self-assessment tool, the system classified him as an astrologer or magician… it’s innovator’s curse. Certainly, for several years he has been acting as the General Secretary of the Stati Generali dell’Innovazione association in Italy.

Innovating and inventing are his great passions together with cats, mathematics and quantum models, arts and culture, Neil Gaiman’s novels and teaching young people. He feels privileged to belong to the generations who can first explore the new digital dimension of reality. For this reason he co-founded the CRHACK LAB F4D, where he plays with energy to create semantic value, trains young people to the not-yet existing jobs of the invisible digital cities and experiments on the generational transmission of digital cultural heritage.

He has a background as a member of several Italian government’s committees for digital development, and CEO of a few small companies in Italy and in the USA, where he also served as a representative of the State of Delaware for the development of cultural and commercial exchanges with Italy.

Jutta Schneider

Project Lead at Helliwood media & education

With a pedagogical science degree, Jutta Schneider has been a project manager and member of the management team at Helliwood media & education at fjs e.V. for 11 years. She concepts, implements and manages educational initiatives and funding projects. Further she is a seminar leader, lecturer, and speaker for educational topics. Thereby she has been supervising the German initiative “Code your life” for 5 years and develops teaching scenarios and materials, e.g., The Turtle Book. As an expert for inclusive learning, she advises teachers, educators and multipliers in providing inclusive learning scenarios. Her mission is making children’s eyes shine and being a role model for teachers.

 

Esther Subias

Project Manager at Colectic

Since 2006, Esther Subias has been a Project Manager at Colectic, a non-profit cooperative that works for social transformation through the participation, learning and socialization of ICT. She’s responsible for the development and implementation of many EU funded projects and has coordinated and contributed to the action of the networks Punt TIC and Omnia, which represent more than 600 telecenters in Catalonia (Spain). Esther Subias has a degree in Communication and she’s also a social educator; she holds a master’s degree in Education and ICT, a postgraduate in family mediation, community mediator. She is a manager of techno-pedagogical projects at Colectic, specialist in the educational and social use of ICT. She works as a consultant and trainer of trainers and teachers in several governmental and university projects. Esther is the author of various training materials aimed at teachers for the pedagogical implementation of ICT and ICT skills in education, and consultant and author of materials for many universities postgraduate programmes. Esther is Director of the Postgraduate studies in Ecosystems in Digital Learning: Innovation in Training at Barcelona’s University and she’s ambassador of Technovation Girls in Spain.

Gender equality is still a challenge. EQUALS-EU project aims to promote gender equity in social innovation by both creating smart, sustainable and inclusive innovation ecosystems and strengthening existing and new networks for social innovation and entrepreneurship through multilateral partnerships.

EQUALS-EU pursues several specific objectives: first of all, the project wants to support activities in the form of interdisciplinary, intersectoral, innovation camps and hackathons, focused on digital inclusion and gender equity sustainability; high level seminars; online and face-to-face mentoring, training and lifelong learning programs and courses and finally promotion and implementation of gender-inclusive policy and business development tools, to increase entrepreneurial competences and inspire the next generation of innovators.

Many tools for a unique aim: to achieve gender equality and to strengthen gender mainstreaming efforts.

About the speakers

Ms Tamara Dancheva for over a decade has worked in various roles in global organizations, with a primary focus on gender equality, human rights and international relations. In her current role as Senior Manager, International Relations within the External Affairs and Industry Purpose department at the GSMA, she is responsible for leading on GSMA’s strategy in the international digital gender inclusion space. She also leads on GSMA’s partnerships with UN Women, the EQUALS global partnership for gender equality in the digital age, the Generation Equality Innovation and Technology Action Coalition and the Commonwealth Businesswomen’s Network among others.

Ms Dancheva is currently a member of the European Union Delegation to the W20 Engagement Group of G20 and Co-Chairs the W20 Working Group on Rural Women in this capacity. Additionally, Ms Dancheva has extensive experience in political party systems and democracy stemming from a previous role as Head of the Human Rights Programme for Liberal International. She holds a Bachelor’s Degree in International Business from Rockhurst University (Kansas City, MO, USA) and a Master’s Degree in Politics and Government in the European Union from the London School of Economics (London, UK).

 

Ms Caroline Wamala-Larsson is an Associate Professor in gender studies and is working as head of research at the Swedish Program for ICT in Developing Regions (SPIDER) at Stockholm University, department of Computer and Systems Sciences. Located in the Gender and Technology discipline, Caroline’s research focuses on the use of digital solutions and gender as a point of analysis.

Caroline has a bachelor of commerce degree, a Masters degree in Science, Technology and Society with an elective in Gender and Technology, and a PhD in Gender and Technology. She has worked practically and scientifically in the field of digitalization for gender equity over the past 18 years. Her research acknowledges the mutual construction of gender and technology, contributing a deeper understanding of the cultural embeddedness of digital technologies.

The Week 5 launch event of the ALL DIGITAL Weeks 2022 campaign is focused on an urgent key topic: gender equality within the professional environment. Fields within STEM topics are still lacking a gender balance presence and although there are many activities at any level, additional actions need to be taken to change the actual situation and culture.

During the week, events will discuss how to improve STEM and STE(A)M skills for a better society and life. Moreover, the purpose of the events is also to involve more girls and women in STEM studies and carriers, to change the ‘traditional’ mindset of considering these sectors an almost exclusive male field.

Apart from the STEM sectors and fields, a gender disbalance is still present within entrepreneurship and management, within the Creative and Cultural Industries, the Gaming sector and more transversal fields where digital competences are combined with leading roles.

The panel discussion wants to discuss what is the current situation at policy level and within specific sectors looking forward on what else could be done to have a more gender balanced society.

Biographies

Leonie Bultynck

Policy Assistant, European Commission, DG EAC.

Leonie Bultynck is a Policy assistant in the Digital Education unit, European Commission Directorate-General for Education, Youth, Sport and Culture (DG EAC).

Leonie joined the European Commission in 2019 and is part of the core team dealing with the Digital Education Action Plan 2021-2027. She is in charge of the implementation of Action 13, which is dedicated to enhancing girls and women’s participation in the STEM field. Leonie also supports the work on the dissemination of the Action Plan and the Network of National Advisory Services under the Digital Education Hub.

Prior to joining the Commission, Leonie had gained experience in other international organisations, including the United Nations and Smithsonian Institution. She has an MSc in History from the University of Ghent and an MSc in Cultural Management of the University of Antwerp.

Jyoti Gupta

Operations and Finance Lead at Bantani Education. Jyoti Gupta is a qualified Chartered Accountant with international experience spanning several continents.

She leads operations management for Bantani, and is responsible for the overall project and resource management of our work.  She is actively involved in supporting a number of rural education initiatives in India and has extensive experience in project management, developing education actions, women’s entrepreneurship and financial literacy.

Michelle Escoffery

Michelle Escoffery is an Ivor Novello Award and BRIT Award winning singer songwriter, with over three decades active experience in the music industry.

She is an educator, co-owner of boutique label 528 Music Global, vocal producer/arranger and f acilitator , with an avid interest in developing f uture talent.

Having signed with both major and independent labels, and recognised for her creativity, musical ability and prof essional contributions, Michelle is presently elected President of the PRS Members’ Council, and proud Trustee for PRS Foundation.

Michelle is also SCQF qualif ied in the Prof essional Development Award Practice Based LearningforCreativeandCulturalIndustries,aCLOCKSector Expert,PeerReviewer, strategic educational development and external assessor.

Outside of music, Michelle’s passion is wellness. She is a qualified Life Wellness Coach supporting entrepreneurs and professionals in balancing creativity with the demands of daily life to increase energy, productivity and avoid burn out. Her speciality is Joyful Life Mastery, accessing Joy through and despite adversity.

William Easton

As an educator Easton has been involved in teaching for over 30 years and has taught at Universities in the USA, Canada, UK, Poland, Turkey and Sweden including, The Chicago Art Institute, The Kansas City Art Institute, NASCAD in Canada, Konstfack, Forsbergs Design School, KTH School of Architecture in Stockholm Sweden, and at PWSSP in Lodz, Poland. For over six years he was Head of Berghs School of Communication in Stockholm, Sweden’s leading school for Advertising, Design, Marketing and PR. He has lectured worldwide on a range of topics within the field of communications and design including at the ICA in London, Google HQ in New York and at the Pera Museum in Istanbul. Currently he is the Head of Futuregames Sweden’s leading games education based in four cities in Sweden: Stockholm, Boden, Skellefteå and Karlstad.

The Week 4 launch event of the ALL DIGITAL Weeks 2022 campaign will focus on key relevant topics within cybersecurity such as data protection, especially related to AI and IoT devices, regulations, and features on one hand, and rights and perception of users on the other one, and overall strategies and support that might be developed and promoted to enhance digital skills and awareness on cybersecurity related topics to Europeans.

A special remark will be made about the effects and impact of cybercrimes on young generations, supporting the promotion of the European Year of Youth.

Internet and pervasive technology as AI have become an integral part of children and young people’s lives. The increased time spent online is prompting questions about whether they are in control of their internet usage, digital identity, and data sharing and what we can do to make the internet a safer space. In fact, the low level of awareness of cyber threats and their potential impact is a significant issue that translates into the proliferation of incidents, thus 86% of Europeans believe that the risk of becoming a victim of cybercrime is rapidly increasing. At the opposite, emerging technologies provides opportunities to engage communities and stimulate active citizenship especially among young people.

The event is therefore focused on overviewing the risks and threats the young generations are facing within the digital environment and which actions and activities we are developing and could develop further as a community and society; how to better protect personal data, perceive the ownership of personal data and which challenges businesses are facing to manage correctly data, in compliance with GDPR policy and law; and overall how confident citizens are in sharing data also for active citizenship purposes thanks to AI technologies.

Una O’Sullivan

Corporate Affairs Manager and Corporate, External & Legal Affairs, Microsoft Europe

Una O’Sullivan works as Corporate Affairs Manager at Microsoft within the Corporate, External and Legal Affairs Europe team, based in Paris. During her time at Microsoft, Una has held a number of different roles, including leading the Corporate Social Responsibility strategy in Western Europe, implementing global philanthropies skills initiatives and technology for non-profits programs. Una has also managed European advocacy campaigns relating to technology in areas such as skills, innovation, cloud and digital safety. In her current role, Una co-leads Microsoft’s digital safety programmatic work, including the Microsoft Council for Digital Good Europe youth initiative.

Una also represents Microsoft on the European Advisory Board of Kids in Need of Defense Europe.

Prior to joining Microsoft, Una worked in marketing roles in the small and medium business sector.

Originally from Ireland, Una graduated in business and languages from University College Dublin and University College Cork.

Claudia Matera

Dr. Claudia Matera is Chief Development Officer at ALL DIGITAL. She has more than 10 years’ experience as researcher and Project Manager for EU funded projects internationally within Universities (Sapienza, University of Rome, Link Campus University, City University, LCCM and ACM in the UK) and worked extensively as sector expert consultant for SMEs and public organisations (as CLOCK and Kunstbedrijf Arnhem, NL). She holds a PhD and an MA in History of Art carrying out research on emerging technologies for Cultural Heritage and education with a specific focus on both non-formal and informal practices combined with formal methodologies, game-based and blended approaches for adults and young adults training activities. Since 2012, she works as game designer, leading for few years a Indie Game company, exploring gaming and gamified approaches for education. Her overall working experience has constantly been linked with entrepreneurial skills within the Creative and Cultural Industries looking at educational activities to empower the CCIs sector. For this purpose, she holds a Professional Development Awards for the Creative and Cultural Industries (PDACCI) in both Cultural Learning and Business Development. In the first part of the talk, the background and milestones of the development of the Hungarian DigKomp System will be presented. Digital Success Program, Hungary will briefly introduce the Hungarian DigKomp framework for citizens based on the adaptation of DigComp 2.1 including its features and components, then the building blocks of the DigKomp System: DigKomp Office, DigKomp Learning Platform with an item and tutorial bank, Digital Training Register, DigKomp Certificate Centers will be shown.

In the second block of the webinar, they will describe the plans for the next phase of our development and the steps taken so far to achieve our objectives. The goal is to create an item bank that measures digital competence and provides immediate feedback with instructional support as well. The platform will provide a learning environment whose target group ranges from school age, through employees all the way to senior citizens providing an optimal challenge and user-friendly experience. In this presentation, they will present a table for the elements of knowledge, skills, and attitude levelled according to the proficiency levels, task types, and templates. They also highlight some challenges and dilemmas arisen.

The aim of the event is to showcase a concrete example where digital skills are considered as transversal, or transferable across different work and life contexts. The example is TRANSVAL-EU, a European project which is looking at making transversal skills visible in validation and guidance processes. 

Among the twelve transversal skills included in the transversal competence framework, one is focusing on digital aspects: “communicating using digital technologies”. Digital skills can be considered as transversal because they are now considered as basic skills (along with literacy and numeracy). They have become foundational in many life and work contexts. Moreover, some digital skills are highly transferable to any job occupations like using online conferencing/call tools, creating a digital presentation, searching on the internet, posting on social media, etc.

During this webinar, TRANSVAL-EU project partners will explain why in the Transversal competence framework digital skills were considered from a communication point of view. They will also present the results of the collection of tools and methods, which includes a good number of digital tools for the validation of transversal skills. One of the tools which will be presented is NADINE. It helps to identify migrants’ transversal skills using algorithms and an advanced self-assessment questionnaire. Finally, the floor will be open for Q&As, interaction and discussions with the audience on the most relevant tools for assessing digital skills.

The aim of the event is to present the BIBLIO project and its approach to boosting digital skills and competences for librarians in Europe. We will present the specialisation course, focusing on the modular approach of the curriculum and how we assess prior competences and existing experience, so learners can adjust their learning path. The course is aligned with two European frameworks – DigComp and EntreComp, and we will also explain how the certification process.

The second half of the event will be dedicated to exchanging ideas among the participants on concrete projects for the digital transformation of libraries. Rūta Bokta is the leader of Regional Education centre at the Gulbene Regional library. She has Master’s degree in Educational science. She organises professional development of librarians and non-formal education activities for adults.

Project idea: Rūta will talk about the topic of assessment of skills acquired during training at the library.

When participants of non-formal education programs finish the learning process, it is necessary to understand their level of skills. It is very useful for both trainers and participants.

 

Bulgaria: Krasimira Nyagolova

Mrs Nyagolova completed the BIBLIO MOOC course and now she is participating in the Specialisation Course, specialising in the CECO profile.
She is the head librarian of Customer’s services at Regional Library – Silistra, Bulgaria. She has been working on modernising the traditional library services and implementing innovative ideas in library practice. Her library has developed a lot of green initiatives since 2008 and works for conducting the campaign “Go Green at your library” in Bulgaria.

 

Greece: Angeliki Giannopoulou

Mrs Angeliki Giannopoulou is working at the Library & Information Center
of the University of Patras as a Librarian. She holds a bachelor in Librarianship and in Psychology and a Msc in Business Administration (MBA). Angeliki is an active librarian having participated in many conferences either as an attendee or as a speaker.

 

 

Italy: Davide Sgaramella

Project idea: Davide Sgaramella is a technical collaborator of the spin-Off D.A.BI.MUS. s.r.l., University of Bari Aldo Moro, specialised in digitising books, papers, and cultural resources. Davide mainly deals with 3D graphics, training, and designing applications for interaction with cultural heritage.

Davide believes that the matching between analogue cultural goods and digital is fundamental to ensure sustainability over time to the cultural resources. He also believes that disseminating them to other people is the key to encouraging the search for the latest innovations digitally and interactively. Davide successfully completed High School in Informatics – Project ABACUS at the State Industrial Technical Institute “Galileo Ferraris” of Molfetta in the province of Bari in 2013. He then obtained a Higher Technician diploma to promote and enhance digital and experiential cultural tourism – Communication Management 4.0. He participates in the SilvHER Project (Safeguarding Intangible Cultural Values and Heritage), co-funded by the Erasmus+ programme of the European Union.Although librarianship is not his field of work, recently, Davide became interested in the BIBLIO project, completing the MOOCs, and now he has decided to specialise as a CECO professional following the blended courses.

Ana Carrero is deputy head of the unit in charge of vocational education and training, as well as digital and green skills in the Directorate General of Employment, Social Affairs and Inclusion of the European Commission. Previously, she was responsible for promoting the modernisation of the labour market, skills and social protection systems in Spain, in accordance with the European Semester reform agenda, as well as ensuring social cohesion through the effective programming and implementation of the European Social Fund and the Youth Employment Initiative.

Dr. Vuorikari is the lead investigator for DigComp 2.2. Her work focuses on developing better understanding of knowledge, skills and attitudes that help citizens engage confidently, critically and safely with digital technologies, including AI systems. Dr. Riina Vuorikari joined the European Commission’s Joint Research Centre (JRC) in July 2013. She contributes to research and policy support in the field of digital education and skills’ development. Riina has degrees in education (M.Ed in 1998 in Finland) and hypermedia (DEA in 1999 in France). Her PhD is from the Dutch research school for Information and Knowledge Systems (2009). Since 1999, she works in the field of digital education. Her main interest is dealing with issues related to the adoption of new technologies and innovation in education. Before joining the JRC in Sevilla, she worked as a Project Manager and Research Analyst. The event aims to showcase two different approaches aiming at one objective – enhancing media literacy of students and their teachers. The two approaches in focus are the Advanced Media Literacy Education to counter online hate speech (AMeLiE) and the Creative audio-visual lab for the promotion of media literacy and critical thinking (CrAL). In AMeLiE, teachers work with their students on the topic of online hate speech through activities on non-hostile communication. Students learn how to analyse messages spread through online media, how to critically assess their purpose and potential effect and how to choose and promote alternative narratives in their everyday online communication. During the event, Chiara Borsini from EGInA, will explain what the principles of non-hostile communication are, and will guide participants through the online platform, where any teacher or trainer can find materials for organising class activities linked to those principles. CrAL uses the language of cinema and moving images, with the same ultimate aim – by teaching students (and teachers) to reflect on how images represent the reality around them, and how they can be used to convey a certain message or point of view, they help them realise that behind every piece of audio-visual information there is a creator with their own ideas and agenda. At the webinar, Gabriela Ruseva from ALL DIGITAL will present the Creative audio-visual lab manifesto, which includes basic principles of self-expression, reflection and creativity, and will provide a glimpse into the training course for teachers on how to set up a creative audio-visual lab in their school.

Laurentiu Bunescu is currently Head of Digital Education Programmes at Fundatia EOS Romania. He is also serving as a member of the Global Digital Literacy Council and as a member of ALL DIGITAL Board. Previously, he was the CEO of ALL DIGITAL in Brussels, a European network of digital competence centres, where he supervised the strategic development of the organization, the development of existing and new partnerships, and the growth of membership. Laurentiu is an expert in the fields of digital inclusion, digital competences and education, in a multi-cultural, international context. The launch event is scheduled to take place on Monday 14th March 2022 from 14:00 to 16:00 CET online.

The European Commissioner for Innovation, Research, Culture, Education and Youth, Mariya Gabriel will open the campaign delivering her keynote speech during the launch event . An insightful panel discussion will focus on the main themes of the campaign, including the Digital Education Action Plan (DEAP) of the European Commission, exploring its actions and opportunities through the inputs of policymakers, industry representatives and stakeholders in the digital education field.  The panel will also deal with relevant topics related to the European Year of Youth, projects and actions specifically envisaged to equip the youth to the challenges of our digital society.

The ALL DIGITAL Weeks awareness campaign aims to show the needs of empowering all European citizens with the digital tools and skills they need in their studies, jobs and for social inclusion. The motto of the 2022 campaign is a call to action for all Europeans to take an active part for a better future: ‘’Enhance your digital skills!’’ and will also be the guiding topic for the launch event.

Mariya Gabriel

EU Commissioner for Innovation, Research, Culture, Education and Youth

Bulgarian-born Mariya Gabriel is the current European Commissioner for Digital Economy and Society. She was the Vice-President of the EPP Group in the European Parliament from 2014-2017. Mariya Gabriel was a Member of the European Parliament, EPP/GERB (Citizens for European Development of Bulgaria) from 2009-2017. Since 2012, Mariya Gabriel has served as Vice-President of EPP Women. Prior to this she was Parliamentary Secretary to MEPs from the GERB political party within the EPP Group in 2008-2009. She is part of project teams, such as Digital Single Market, Energy Union, Better Regulation and Interinstitutional Affairs, Budget and Human Resources, and Jobs, Growth, Investment and Competitiveness. As a member of the project teams, her responsibilities include launching ambitious proposals for the completion of a connected Digital Single Market, supporting the development of creative industries and of a successful European media and content industry, as well as other activities turning digital research into innovation success stories.

 

Tony Jin

Chief Representative to the European Institutions, HUAWEI

Tony Jin Yong is Huawei Chief Representative to the European Institutions. He has years of experience in the telecommunications sector and has served as Huawei CEO in several Latin American countries. He also served as Huawei CEO for Spain between 2015 and April 2021. He has a bachelor’s in telecom engineering. He started his career in Huawei 20 years ago, five of which were in China, eight in Latin America, and seven in Spain.


Jeremy Rollison                             

Senior Director of EU Government Affairs within Microsoft’s Corporate, External, & Legal Affairs

Jeremy Rollison is Senior Director of EU Government Affairs within Microsoft’s Corporate, External, & Legal Affairs (CELA) group. Based in Brussels, his work focuses on policy related to the EU Digital Single Market (DSM), with a particular emphasis on data issues and corresponding public policy covering privacy, cybersecurity, cloud policy, and the cross-border provision of online services. Prior to joining Microsoft, he worked in the Government Relations team at Nokia in the company’s EU representative office and was previously Director of the European Digital Media Association (EDiMA) in Brussels. He has over a decade of experience in Brussels at the company, association, and consultancy levels, focusing and engaging with EU stakeholders on issues related to the development and delivery of online services in the Internal Market and corresponding EU regulatory policy.

 

Michael Horgan

Directorate General for Employment, Social Affairs and Inclusion, European Commission. Vocational Education and Training, Cedefop

He mainly works on Digital Skills, both in the context of the Skills Agenda and the link to other key European Commission initiatives, such as the Digital Education Action plan, the Digital Competence Framework and related frameworks, Digital Skills and Jobs Coalition and the Digital Europe Programme. He is working on supporting qualitative and effective digitalisation of VET provision through promoting use of European competence frameworks and self-assessment tools.

He is also working on Skills intelligence, including on how to build on work using big data done by Cedefop, the European Centre for the Development of Vocational Training, and strengthening and disseminating skills intelligence to relevant stakeholders.

Both of these areas, i) supporting digital skills and ii) strengthening skills intelligence are addressed under specific actions proposed by the Skills Agenda for Europe.

 

Giorgia Epicoco

Senior EU Public Affairs Manager, HUAWEI

Giorgia Epicoco is Senior EU Public Affairs Manager at Huawei, responsible for the company’s strategy and advocacy work on social and environmental sustainability, focusing on digital skills and youth engagement. Ms. Epicoco has extensive experience in international cooperation and industrial development. She is specialized in public-private partnerships and corporate social responsibility in the field of sustainability and education and wants to unlock the power of the digital age for social development. Prior to Huawei, Ms. Epicoco worked for the United Nations Industrial Development Organization (UNIDO), where she coordinated global initiatives on the Fourth Industrial Revolution and industrial skills development, and previously in Beijing evaluating the environmental, social, and governance performance of beneficiary countries of the EU’s Generalized Scheme of Preferences.

Giorgia Epicoco studied Public Management and Social Development at the Copenhagen Business School, Management Administration at the University of Chinese Academy of Sciences in Beijing, and Political Sciences at the Università Cattolica del Sacro Cuore in Milan.

 

Ciarán Conlon

Director of Public Policy for Microsoft Ireland/European Government Affairs.

Before joining Microsoft he held research and teaching positions in Economics in University College Dublin (UCD), worked as a Research Economist with Ireland’s largest trade association before spending 8 years as Spokesman and Adviser to former Taoiseach (Prime Minister), Enda Kenny and another 5 years as Special Policy Adviser to the Irish Minister for Enterprise, Trade and Employment.

In Microsoft Ciaran supports the government outreach and policy work of Microsoft in Ireland and is also a member of the Microsoft policy team in Brussels.  He has led out on a number of high profile collaborations in his time with Microsoft, including the development of a new Digital Policy Masters Programme in UCD, a partnership with the Irish Government to deliver rural broadband through Microsoft’s Airband initiative and the new quarterly Labour Market Pulse index also with the Irish government and LinkedIn which pools public and private sector data on the labour market to help inform policy decision making.

He has a Master’s degree in Economics from UCD, Bachelor’s degree in Economics from the National University of Ireland, Maynooth, a postgraduate Diploma in Strategy, Innovation and Change from the Michael Smurfit Graduate School of Business and  Prof. Certificate in Digital Policy Studies from UCD.

He was appointed by the Irish Government to sit on the National Competitiveness and Policy Council in 2019 and to the Grant Approval Committee of Science Foundation Ireland in 2020 and is a member of the Advisory Boards of the Centre for Digital Policy Studies in UCD and the Institute for International and European Affairs.

 

Giuseppina Tucci

President of LLLP and Secretary General of OBESSU

Giuseppina is the current Secretary General of the Organising Bureau of European School Student Unions (OBESSU), the European platform for cooperation between school student unions in Europe. She is also the President of the Lifelong Learning Platform – a network of civil society organisations working to advance a true lifelong learning culture in Europe and beyond. Giuseppina has been advocating for access to free quality inclusive education for all for the past 15 years, trying to bring civil society voice in policy making and promoting the exchange of practices among organisations and networks at local, national, and European level.

 

Sebastiano Toffaletti

Head secretary of DIGITAL SME Alliance

Sebastiano Toffaletti heads the Brussels secretariat of the European DIGITAL SME Alliance, which he contributed to found in 2008. DIGITAL SME is Europe’s largest association for digital Small and Medium sized Enterprises, representing about 45.000 companies across the continent. The association covers EU initiatives, legislation and policies related to topics such as cybersecurity and privacy, data economy, IoT, Artificial Intelligence and blockchain. In 2019, DIGITAL SME published its Manifesto for Europe’s digital future highlighting 10 key priorities and the role of SMEs in the digital revolution.

Sebastiano authored several articles and position papers on topics such as Intellectual Property Rights, Standards, data economy and digital skills, and serves as an expert in EU working groups and task forces, where he brings forward the interests and views of SMEs. He is a member of the EU multi-stakeholder Platform on ICT standardisation. He is currently chairman of the Working Group on SMEs at the European Cybersecurity Organisation and has led the creation of the label “Cybersecurity made in the EU” in support of SME cybersecurity providers .

Since 2014, Sebastiano is a member of the Board at ETSI, the European Telecommunications Standards Institute. Since 2020, Sebastiano is also a Board member of EIF, the European Internet Forum.

 

Altheo Valentini

ALL DIGITAL President

Altheo Valentini holds M.A. in “Publishing, media and journalism” from the University of Urbino Carlo Bo. He has been working for more than 15 years as a project manager in the framework of various financing instruments of the European Commission, with a particular focus on digital and social innovation, for which he has founded the European Grants International Academy Srl, a training agency in the VET and Adult education sector and a consultancy company in European projects design and implementation.

Sociologist and communicator, Altheo deeply believes in transformative social change! For this reason, in 2016, after having being captured by the magic world of hackathons, he launched the first Social Hackathon Umbria, a 48-hour digital marathon for the co-creation of innovative solutions aimed at solving different societal challenges. Besides seating in the technical committee of the Italian National Coalition for Digital Skills and Jobs (Repubblica Digitale), he is a member of national associations and networks in the field of innovation (General States of Innovation, SGI) and digital cultural heritage (DiCultHer) and he is part of the board of some international organizations, including: ALL DIGITAL for the promotion of digital skills, EAQOM for the quality in international mobility projects for training purposes, and the Europeana Education Community. Peter Palvolgyi

ALL DIGITAL CEO

Peter Palvolgyi has been serving ALL DIGITAL since 2012, first as financial officer and Chief Operating Officer, and since March 2021 – as Chief Executive Officer. Peter is responsible for strengthening the position of ALL DIGITAL as a leading European actor in the field of digital competences for citizenship, inclusion, education, and employability. He is in charge of developing, planning, leading, and implementing the strategy for the further development of ALL DIGITAL. Peter has long-standing experience in project management of EU funded projects and other donors’ programmes.  Peter managed and coordinated more than 10 EU-funded projects where ALL DIGITAL acted either as lead organization or partner, including DCDSAsk4JobCodeMobUnite-ITTMACarer+, Carenet, M4All. He has been connected to digital inclusion since 2000, taking active part in the implementation of the Hungarian telecentre program. From 2001 to 2002, then between 2004 and 2006 he was the Executive Director of the Telecottage Public Service Non-profit Company. Before moving to Brussels in 2012, Peter worked as the executive director of DemNet Foundation (Hungary), a then member organization of ALL DIGITAL. Peter is also a former member of the Telecentre Europe (now ALL DIGITAL) Board, stepping down from this role when he joined ALL DIGITAL as a staff member.

Peter has a solid background in project and financial management. His academic background includes an MBA and a diploma in public administration.

Policy Event – Individual Learning Accounts and micro-credentials: Impact on Digital Competence Development

Context

On 10 December, the European Commission adopted two proposals for Recommendations by the Council of the European Union, one on Individual Learning Accounts (ILAs) and one on a European approach to micro-credentials. These initiatives were announced in the European Commission’s annual Work Programme for 2021 and are in line with actions set out under the European Skills Agenda and European Education Areas. It is now up to the Council to formally adopt both documents. The Recommendation on Individual Learning Accounts is thereby expected to be adopted under the programme of the French Presidency, i.e. by end of June 2022, while the Recommendation on micro-credentials is expected to be deferred to the Czech Presidency in the second half of 2022.

The Individual Learning Account proposal recommends to Member States to provide annual individual training entitlements for every working age adult residing in a Member State following a universal approach, while Member States are urged to adapt the associated funding to individuals’ needs. It is therefore a major step towards the improvement of digital competences across European citizens, in so far that the principles set out in the ALL DIGITAL Manifesto for enhancing digital competences in Europe are reflected.

The Recommendation also calls for establishing public national registries of quality assured and recognised training, career guidance and validation offers, as well as the creation of a single national digital portal listing available training and support opportunities. Herein lies a key instrument to support and facilitate the essential work of ALL DIGITAL’s members in particular, and providers of digital competence trainings in general. It is crucial that there is proper recognition of non- and informal education and training as key factors in an accessible, inclusive and flexible training offer.
On micro-credentials, the chief purpose of the proposal is to set up a European approach to the provision of micro-credentials, including the definition and design guidance. The proposal lays out a particular focus on certain target groups re-entering the labour market and self-employed and platform workers, for whom traditional (i.e. formal) education and training tends to be inaccessible. Thus, it underlines and fosters the importance of non- and informal training offers.

Objective

ALL DIGITAL’s goal in organising this event is to support the proposals made by the European Commission while strengthening the role of non- and informal education providers, particularly of digital competences, in the context of the two topics. In terms of digital education and digital competence development, the two proposals are closely linked: where the provisions for ILAs expand on the scope for quality and adequate training offers (Point 1 of the ALL DIGITAL Manifesto), a European approach to micro-credentials impacts the accreditation and certification of developed competences (related to point 4 of the AD Manifesto).

Target audience

Participants of the event are ALL DIGITAL members, national and EU decision-makers, as well as key stakeholders from industry and civil society engaged in Adult Education and digital competence development. A particular target group are Member State representatives involved in the negotiations of the files, if available.

On Thursday, 25 November, from 9:30-13:15 CET, the DevOps competences for Smart Cities (Smart DevOps) project consortium will hold a final project’s online conference titled Smart Employees for Smart Cities. Those attending will have the opportunity to learn how to bridge the gap between today’s and future’s skills demands of the municipal workforce.

Smart cities are complex ecosystems that use information and communication technologies for helping their citizens and organizations deal with the challenges of urbanization, safety, resilience, and sustainability. Their creation is a long and laborious transformation that should not be considered mainly as a technical challenge but as a movement to create citizen-centred ecosystems that improve quality of life and stimulate economic activity.

A highly skilled workforce is key in rendering smart city ecosystems a reality. Even though billions of euros are invested in technological or urban development, not sufficient effort has been spent in training the necessary workforce with the skills needed in smart cities ecosystems.

The Smart DevOps project aims to close the gap between today’s and future’s skills demands of the municipal workforce by emphasizing the exploitation of emerging employment paradigms such as DevOps. The key advantage of DevOps is that it allows to innovate and rapidly deploy innovative solutions for the citizens. This was the premise and also a starting point of the DevOps competences for Smart Cities project.

At the final conference, we will present project deliverables, pilot activities results and facilitate discussions about the future of skills development in the Smart Cities sector. Specifically, you will hear about and be able to discuss:

  • Key transversal and specific competencies for Smart Cities professionals

We are extremely happy to announce that Webinar “How to enhance digital skills of older adults” will take place on the 17th of November 2021 from 14:00 to 16:00 CET.

Nowadays almost all digital technology products and services are designed and produced by younger people, and exclusively marketed for younger consumers. As a consequence, older people are left behind in the digital world, and we should not let that happen.

ICT 4 the Elderly aims to empower older adults (55-74) by providing learning opportunities to improve their digital skills. The participants of the ICT 4 the elderly training became ambassadors and shared the acquired knowledge with their peers.

During this webinar, we will talk about age and digital skills. We will present the project results and policy recommendations, and propose answers to the question how to enhance digital skills of older adults.

The webinar will consist of two parts. During the first part, we will focus on the topic of digital inclusion of older adults, while the second part will shed more light onto the peer-to-peer learning methodology developed by the project.

Citizens across Europe and the world have been challenged like never before to deal with the Covid-19 Pandemic, which changed fundamental assumptions that we all had about how we live our lives. We had to learn quickly how to use new technological solutions to get over these challenges. With home-schooling, the home computer suddenly had a queue. Working from home with video meetings even required us to reorganise our living spaces. We had to understand more about trust, security and use a range of new online tools for remote working and living. And slowly and quietly, we all started to adapt to the new way of working, living and schooling. We all learned how to live like this.

 

ALL DIGITAL wants to take some time to reflect and consider the implications of (probably) the fastest learning curve of modern times. What are the implications for digital skills education? And for social organisations providing digital education support to people? And finally what are the tools and techniques that unlock societal benefits in our new post-pandemic digital lives.

 

This event will look at how digital skills and digital tools also unlock and amplify the subjects of STE(A)M Education and Digital Social Innovation, how they solve real world problems and add value to the beneficiaries.

 

On 13-15 October 2021, ALL DIGITAL will organise its 14th annual summit ONLINE!

The Summit will bring together over 400 representatives of networks and organisations working to enhance digital skills of European citizens.

The Summit

The theme of the Summit is “Digital Skills and Tools for a Better World”, and keynotes, panels, lightning talks and workshops will be organised around these topics:

  • Citizens and competence centres > solving real world and societal problems through digital tools and approaches.
  • STE(A)M educators > STEAMonEdu – Increasing the adoption and impact of STE(A)M education by the professional development of STE(A)M educators.
  • Young people > Social Hackademy – Fostering digital competences of young people from disadvantaged background by implementing collaborative educational activities based on the Social Hackademy co-creation methodology.

In addition to keynotes and panel discussions, the event will introduce a number of projects to the audience and go into varying levels of detail about a range of tools and approaches for different purposes and different audiences under these themes.

 

Social Hackademy: 

Several EU policy initiatives underline that social inclusion of young people depends on their access to ICT and on them acquiring the necessary digital and transversal competences to participate in modern society. Young people acquiring digital skills is not pivotal merely for their transition to the labour market but also for their participation in our digitally transformed society. The Social Hackademy project provides a unique solution to this by establishing a framework that empowers young people from disadvantaged backgrounds with digital skills and gives them an opportunity to take on an active role in solving societal challenges. This is done with a unique co-creation process established by the Social Hackademy Methodology which invites young people to work with civil society organisations and help them address real problems in societies with innovative digital solutions.

STEAMonEdu: 

STE(A)M education nurtures critical thinking skills which are crucial in critical phases of societies to overcome problems and innovate thanks to a creative mindset. This interdisciplinary approach integrates the analytical and the creative thinking, stimulates the development of convergent and divergent skills at the same time, stimulating both the right and left side of the human brain. STE(A)M prepares learners for current and future careers independently from the sector or field of interest and life when dealing with complex situations. In this context, STEAMonEdu project aims to increase the adoption and impact of STE(A)M education by investing in the community of stakeholders and the professional development of educators and implementing STE(A)M education with a professional profile for teachers.

In the 21st century, the ever-growing stream of information and channels of information have changed how people socialise. People increasingly use technology to communicate with each other. The digital era and the internet demand a new kind of literacy, where people need to be confident in their use of technology, the internet and social media as well. Essential component of this “new literacy“ is online media, in which children need to be fluent and be able to distinguish fact from fiction.

Here our story begins.  e-Media: Media Literacy and Digital Citizenship for Everyone” project (e-Media) aims to promote education for all by producing educational guidelines related to digital practices which consist of three handbooks. These handbooks are supporting possibilities for a new and innovative way of teaching different subjects at school. The handbooks are devoted to three aspects of digital competence:

1) Educational robotics: to develop computational thinking with hands-on activities

2) Media literacy: to understand the power and the risks of online media.

3) Online expression: to promote wiser use of social media, blogs, web radios and web TVs.

The online event presented the tools, activities and best practices, implemented by the project partners in Belgium, Italy, France, Latvia, and Spain.

The conference brought together representatives of policy makers and civil society organisations who discussed the importance of media literacy for teachers and educators in formal and non-formal education,  and the main policies that promote media literacy of educators.

Juliane von Reppert-Bismarck, Founder and CEO, Lie Detectors

Juliane von Reppert-Bismarck is the founder and Executive Director of Lie Detectors, an award-winning and journalist-led news-literacy organisation raising awareness of disinformation and media bias among schoolchildren and their teachers. She directs Lie Detectors’ development and strategy and designed its concept and training approach. Juliane represented Lie Detectors within the European Commission’s High Level Expert Group on Digital Disinformation and Fake News and has advised politicians and lawmakers on anti-radicalisation and lateral literacy in an age of media pluralism.

To create Lie Detectors, Juliane put aside an award-winning journalism career, during which she wrote for The Wall Street Journal, Newsweek, Reuters, MLex and Spiegel Online among others, reporting from Europe and the US as well as from sub-Saharan Africa, the Middle East and Arctic. She is an alumna of New York City’s Columbia University Graduate School of Journalism and the University of Edinburgh and speaks German, English, Spanish and French.


Luna Badawi, Youth facilitator and digital media researcher – In cooperation with ARCI

Luna Badawi holds a bachelor’s degree in communication, media and journalism and master’s degree in public and political communication strategies from the University of Florence. She works as linguistic mediator, intercultural communicator and youth operator.

Since 2017 she has cooperated with ARCI association to raise youth awareness about e-media education and online hate speech in schools.

She believes that peer to peer education method is one of the most effective way to bring students and young people closer to the social issues and put the light on the power and also the risk of digital tools. Luna Badawi, speaks Italian, Arabic, English and French.

 


Marta Markowska, Directorate General for Education, Youth Sport and Culture EAC.C4. – Digital Education, European Commission

Marta Markowska is a Policy Officer for Digital Education in the Directorate-General for Education, Youth, Sport, and Culture at the European Commission in Brussels. Her previous policy work in the European Commission focused on social inclusion and equality, implementation of the European Strategic Framework for Education and Training as well as working as a Press Officer.

Prior to joining the European Commission, Marta worked as a teacher, television story producer and public relations adviser in Canada, the US and South Korea.  She completed her undergraduate honours degree at Queen’s University in Kingston, Ontario and her post-graduate studies at Algonquin College in Ottawa.  Born in Poland, and raised in Canada, she returned to Europe whereby she completed her Masters Degree in European Studies at the Jagiellonian University in Krakow, Poland after which she started her work with the European Commission. She currently lives in Brussels and is a mom to two little boys.

The digital transformation and topic of digital skills has never been more visible in EU policy and actions, including the EU’s Digital Strategy, the 2030 Digital Compass, and Digital Education Action Plan. The new ALL DIGITAL Manifesto sets out key principles and recommendations on how to maximise the impact of these actions and includes specific calls to action for the Commission, Member States, and stakeholders.

ALL DIGITAL represents more than 25,000 digital competence centres across the EU, and the Manifesto reflects the needs and perspective of digital skills educators, trainers, and learners. Our hope is that the Manifesto will support dialogue, implementation, and co-operation to deliver Europe’s digital future.

The manifesto includes key principles and recommendations under 5 main areas:

  1. The education and training offer
  2. Access to education and training
  3. Quality of education and training
  4. A European Approach to Digital Competence
  5. Sustainability and Development

TO WATCH THE EVENT, PLEASE SCROLL DOWN

Europe needs digital skills to go beyond the Covid-19 pandemic, which has presented humanity with a huge challenge to our known infrastructures – education systems, healthcare provision, social support, businesses and community cohesion. Society is tired of it all, and misinformation is one of the few things flourishing. At the same time, we have all been forced to learn new digital skills. New technologies to enable our lives to continue. New skills to continue learning, teaching, working, running a business, communicating with loved ones, and even discerning what information we can trust.

All Digital Week campaign has been running every March since 2010 and helped more than 1.3 million people to get online for the first time or enhance their digital skills. Once again, in 2021 it addresses the importance of digital skills and will support thousands of people across Europe to gain those.

During 2020 the European Commission consulted stakeholders and published the Digital Education Action Plan, which sets out wide-ranging principles, priorities, and actions to take Europe forward with digital skills. ALL DIGITAL welcomes the Digital Education Action Plan, and during All Digital Week 2021 hundreds of events across Europe support educators to ‘be a digital hero’, boosting citizens’ employability, helping them to access healthcare and government services, increase their social connections, and counter disinformation. Events also help businesses to become more resilient focusing on social media and efficient homeworking.

The launch event for the All Digital Week 2021 campaign was opened by Chair of the Board of ALL DIGITAL Achilles Kameas and CEO of ALL DIGITAL Peter Palvolgyi. In the keynote message, Mariya Gabriel, European Commissioner for Innovation, Research, Culture, Education and Youth, provided brief reflections on the Digital Education Action Plan and All Digital Week.  Stefano Scarpetta, Director for Employment, Labour and Social Affairs at OECD,   expanded on the needs for digital skills in the post-pandemic world.

A panel discussion followed the keynote speakers, with

The event and the panel in particular considered a number of key statements and questions that arise from the Digital Education Action Plan consultation, for example that 95% of respondents consider the COVID-19 crisis to be a ‘turning point’ for how technology is used in education and training. The event will ask how we can ensure that it is a turning point. Further to this, more than 50% of Digital Education Action Plan respondents “plan to take action to further improve their digital competences in the future”. How can we capitalise on these good intentions?

Stefano Scarpetta, Director, Employment, Labour and Social Affairs
OECD

Stefano Scarpetta has been the Director of the Employment, Labour and Social Affairs (ELS) Directorate of the OECD since 2013. He leads the work of the Organisation in a number of broad areas including Employment, Labour, Migration, Health, Skills, Gender and Tackling Inequalities and contributes to the implementation of the Secretary-General’s strategic orientations in these areas. Stefano represents the OECD in the G20 and G7 and many other high-level international fora on labour market, social, migration and health issues.  Under his leadership, ELS provides continuous assistance and support to countries in the design, implementation and evaluation of polices drawing from evidence-based analyses of how policy affects different economic, labour and social outcomes. His advice has contributed to numerous policy reforms in OECD countries and beyond, and new policy thinking in areas ranging from inequalities, labour market inclusion and the future of work, social protection for all, the integration of migrants, the economics of public health and patient-centred health care.

Mr Scarpetta has published extensively in academic journals, including in the American Economic Review, the Economic Journal, Economic Policy, the International Journal of Industrial Organisation and Labour Economics. He holds a PhD in Economics from the École des Hautes Études en Sciences Sociales (Paris), a M.Sc. in Economics from the London School of Economics and Political Science, and a Laurea Summa cum Laude from the University of Rome “La Sapienza”.


Veronica Mobilio, Policy officer, DG Education, Youth, Sport and Culture, European Commission

Veronica is an educational expert, with specific expertise in digital and entrepreneurship education. She works as policy officer at DG Education, Youth, Sport and Culture where she has been contributing to the implementation and update of the Commission’s Digital Education Action Plan.

Previously, she worked as Senior Manager for Education Development at Junior Achievement Europe and, before moving to Brussels, she was a consultant and researcher for several public and private organizations in Italy.

She holds PhD in learning theories and communication sciences. Passionate about evidence-based policymaking, she strongly believes in people empowerment.


Victor Negrescu MEP, Vice-President of the Committee on Culture and Education (CULT)

Victor Negrescu is a Member of the European Parliament, Vice-President of the Committee on Culture and Education (CULT), being part of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament. He is the MEP with the most significant pilot projects, generating in both mandates initiatives that go up to more than 60 million euros in the fields of digitalization, education, health, entrepreneurship, culture and media.

Victor Negrescu has been an active promotor of the allocation of 10% for quality and inclusive education of the National Recovery and Resilience Facilities, as well as 2% to the cultural and creative sector. He managed to obtain in this regard the support of the Budgets Committee members and integrated that in the official position of the European Parliament.


Simon Delakorda, Director at the Institute for Electronic Participation

Simon Delakorda (M. Sc.) is director at the Institute for Electronic Participation in Ljubljana with granted status of non-governmental organisation in the public interest in the field of information society development. Since 2000, he participated in 30+ digital democracy projects within academic and NGO sector in Slovenia and at the EU level. From 2014 he is an advocacy coordinator at the National network of non-governmental organisations for an inclusive information society. He is an elected NGO representative in Regional Development Council of the Ljubljana Urban Region and a member of the Slovenian Political Science Association.


Angeliki Dedopoulou, Senior Manager of EU Public Affairs, Huawei

Angeliki Dedopoulou is Senior Manager of EU Public Affairs at Huawei responsible for the policy area of Artificial Intelligence, Blockchain, Digital Skills and Green related policy topics.
Before joining Huawei’s EU Public Affairs team, Angeliki was an adviser for the European Commission for over 5 years (through Everis, an NTT Data Company) on DG Employment, Social Affairs, and Inclusion. Her main focus during this period was the European Classification of Skills, Competences, Qualifications and Occupations (ESCO) and the Europass Digital Credential project.
Angeliki is a Member of the Board of the Hellenic Blockchain Hub and a Member of the Beltug Innovation Taskforce.

Angeliki studied Political Science and History in Greece, Sociology in France and European Governance in Luxembourg. Angeliki also regularly writes articles and has travelled across Europe delivering speeches to policy makers, Governments, and industry summits, on topics ranging from the digital labor market to blockchain in education, and employment.

Even before the Covid-19 crisis, online working was becoming vital. Now it is essential, and ALL DIGITAL, with its partners Stiftung Digitale Chancen, Simplon, and Fondazione Patrizio Paoletti have developed a curriculum that goes to the heart of the issues. At the workshop you will learn about the Digital Skillshift project and model, concept and approach. You will find out about the curriculum, how it was created and evolved, and the Digital Assistant job role which the project targets.

The purpose of the Digital Skillshift project is to reskill and upskill unemployed citizens facing the challenges of the digital transformation in their professional career. The project aims to support participants to develop new digital skills and attitudes required to succeed in today’s labour market, with a pilot supporting 150 adults into good jobs in France, Germany and Italy. The JPMorgan Chase Foundation is supporting Digital SkillShift as part of their philanthropic commitment to drive inclusive economic growth and advance skills-based training.

The project has developed the curriculum for the Digital Assistant, which is an entry level position that can help with a number of functions to support a company. They will have a good functional understanding of various tools that can help a business grow or just be more efficient in its delivery. Some of the benefits to functions within a company include marketing, customer service, sales or operations. Digital Skillshift “graduates” also have a “digital first” mindset, where they will seek to find the best, most efficient and effective digital solution to any given problem. Another benefit should be that they will be ready to start making a difference quickly having already mastered the various popular digital tools and services that millions of companies are using across the world to get ahead of their competition.

The workshop is aimed at organisations wishing to include re-skilling and up-skilling in their training offer, and it will also look at how you can be involved.

The event is organised within the All Digital Week 2021 campaign.

TO WATCH THE RECORDING, PLEASE SCROLL DOWN

MyDigiSkills is a new tool to help users understand their Digital Competences. It is based on the work done in the DigCompSAT project, as delivered by ALL DIGITAL for the European Commission’s Joint Research Centre (JRC) in 2020. The tool will be launched in advance of All Digital Week in 2021, and the webinar will raise awareness about its use, value and benefit to users.

MyDigiSkills is available in seven languages: English, Spanish, Italian, German, Latvian, Lithuanian, and Romanian. It is based on DigComp 2.1, and it is anticipated that users will take around 20 minutes to complete the self-reflection assessment. The user will receive a personalised report on their digital competences that they can use to identify their strengths and weaknesses and identify the areas they could develop through training.

Presentation of “DevOps Competences for Smart Cities” (Smart-DevOps) case

The DevOps Competences for Smart Cities (Smart-DevOps) is an Erasmus+ KA2/Sector Skills Alliances project that addresses the shortage of digital and transferable skills of public sector employees working in smart cities / municipalities and will support them in their professional development.

Combination of a specific approach (DevOps), field (public sector employees in smart cities and municipalities) and lack of educational programmes or courses in the field meant the project consortium started practically from scratch.

It started with in-depth research and analysis of the needs and available trainings to identify the most competitive and high valued skills and competences, continued with identification of the three new professions/job profiles and concluded by developing a MOOC and specialisation courses based on modular design, utilizes open content (digital OERs) and enables flexible learning pathways.

At the “Developing training methodologies and content for specific job profiles” event participants learned:

  • How to identify an emerging job profile in a specific field and how to prepare it for developing of training methodologies and contents.
  • How to go from identifying job profiles/competence profiles to building an online educational programme that follows ECVET standards. Presentation with examples from Smart DevOps.

CDDC project consortium organised an online conference “Crowddreaming: Youth Co-Create Digital Culture” on 25 March 2021 at 14:00 – 17:15 with over 170 participants!

Crowddreaming: Youth Co-Create Digital Culture (CDDC) is an Erasmus+ project that started in January 2019. The project aims to scale up an Italian good practice in the field of the valorization of digital cultural heritage as a means for inclusive education and the promotion of European values among youngsters. In the last two years, we developed a curriculum and MOOC to train the teachers in schools on how to use the methodology with their students. This results of the CDDC methodology are “digital scenes” by students across Europe and put together in a digital monument – Europa Square.

The online conference aims to present the results of the project. But not only that. The event offered food for thought with two interesting keynotes from experts in the field of digital cultural heritage and innovation and provide a space for discussion with the representatives of different stakeholders (NGOs, European Commission, European Parliament) on why we need stronger collaboration between cultural heritage and education sectors across Europe.

Finally, you have the opportunity to explore Europa Square, the pinnacle of our project. It hosts 80 digital scenes created by 80 groups of students under the mentorship of their teachers from Croatia, Greece, Latvia, and Italy. The platform showcases the successful scaling up and implementation of the Crowddreaming methodology. Project partners will present the lessons learned and recommendations to educators and policymakers on how to use the methodology as a mean for inclusive education and the promotion of European values among young people.

The event involved 153 participants and highlighted the central role of educators and aims to support them in implementing STE(A)M education. It discussed how the STEAMonEdu Erasmus+ KA3 project addresses the competence needs and professional development of STE(A)M educators.

During the event, the key activities, findings and outputs of the STEAMonEdu project were presented. The agenda highlighted the three aspects of the project, namely:

  • Community: Teachers and educators are given a central role as members of a community that is supported by an online platform in collecting best practices, designing educational scenarios, discussing the necessary competences and sharing experience.
  • Ecosystem: The STE(A)M competence framework details the competences necessary for implementing STE(A)M education leading to the the STE(A)M educator profile and supporting a STE(A)M-readiness self-assessment tool for educators and organizations, while the STE(A)M education framework describes the related methodologies, body of knowledge, OERs and practices.
  • Professional development of teachers and educators: The project will deliver a training course, which includes a MOOC that is based on the STE(A)M competence framework, supplemented by a blended course that will result in the collaborative development of STE(A)M learning activity templates and projects.

The Open-AE project has created a space of discussion and cooperation between various training actors across Europe: Some with a significant experience on free, libre and open source software (FLOSS) culture, others with the desire to learn, all with the conviction that our perception and use of FLOSS needs to evolve. The Biblio Consortium organised a webinar on 31 March at 10:00-11:45 with 187 participants. The project partners talked about the new trends and requirements in the professional development of librarians; presented the findings of the research on skills and training needs in the library sector and two emerging job profiles – Community Engagement and Communication Officer and Digital Transformation Facilitator. They also introduced the training methodology  and curricula for these two roles, as well as the upcoming Biblio MOOC for library professionals.

Biblio “Boosting digital skills and competences for librarians in Europe” is an Erasmus+ / KA2 / Sector Skills Alliances in vocational education and training project, which addresses the skills gap in the library sector due to digital transformation that is changing the role of libraries and library professionals. The project targets library professionals and unemployed people in the library sector by enabling them to offer innovative services for users.  It facilitates the acquisition of digital and transversal skills for library professionals by setting up a system for skills assessment, learning offer, validation, and recognition. It is implemented during 2019-2022 by a consortium of 10 partners from Belgium, Bulgaria, Greece, Italy, and Latvia.

Open Invitation to participate in the Focus Group “ReWrite your story”

Participate in the Focus Groups  “ReWrite your story” on 29 March at 14:00-15:30 (CET).

ReWrite your story (ReStory) is a European project aiming to advance the quality of services related to elderly care. ReStory’s goal is to provide care-givers with a handy toolbox, which boosts and updates the quality of their services, broadens their knowledge and skills, and advances their career practice. The project focuses on re-training care givers and e-facilitators working with seniors in digital literacy programmes, introducing new approaches in their work with seniors through artistic techniques based on story telling practices, combining digital and soft skill methods.

The focus group aims to identify the e-facilitator needs and the challenges they experience in their workplace, as well as to map their interest towards storytelling  and artistic techniques. The focus group will be held online in English, on the 29 March 2021, in the form of a guided interactive session, and will last approximately 1h 30min, allowing time for feedback.

By registering to the Focus Groups, participants can benefit from participating with priority registration and free of charge in a follow up training.

Please note that the activities will be recorded and used as an additional research and educational material.

About the ICTSkills4ALL project

ICTskills4All is coordinated by the University of Porto and involves a total of 5 partners from 5 countries (Portugal, Poland, Latvia, UK, and Belgium). The aim of the project is to develop and pilot an intergenerational and peer-to-peer ICT Learning Programme to improve confidence, digital skills and online safety of older people with no or basic digital skills in four of the project countries.

About the Event

With an increasing aging population, older people are a significantly important segment of society who cannot be left behind. And within the older demographic, the very old are growing fastest. However, almost all digital technology consumer products and services are designed, produced and exclusively marketed by and for younger people. In parallel with this disconnect, older people are already most likely to be victims of cybercrime, with the greatest losses. Policymakers must consider this with the technology industry and build education frameworks to support older peoples’ adoption of technology.

The economic impact of digitally excluding older people is very hard to measure, but not only must older people be protected and empowered by technology, they must be a key part of the digital world of the future. If this is not addressed, in future older people will be less independent, less creative, contribute less economically (further fuelling the pension crisis), be more isolated and more disconnected.

The event will discuss the ICTSkills4All project, its approach and findings, as well as hear from older people themselves. It will include the perspectives of politicians and policy makers, the sector representing older people and industry to consider how lessons and policy recommendations for older people can be adopted.

Portrait of Victor NEGRESCU

Victor Negrescu is a Member of the European Parliament, Vice-President of the Committee on Culture and Education (CULT), being part of the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament. He is the MEP with the most significant pilot projects, generating in both mandates initiatives that go up to more than 60 million euros in the fields of digitalization, education, health, entrepreneurship, culture and media.

Victor Negrescu has been an active promotor of the allocation of 10% for quality and inclusive education of the National Recovery and Resilience Facilities, as well as 2% to the cultural and creative sector. He managed to obtain in this regard the support of the Budgets Committee members and integrated that in the official position of the European Parliament.

Irina Kalderon Libal, Policy Officer, eHealth, Well-Being and Ageing, DG CNECT, EC

Irina Kalderon Libal is a Policy Officer in DG CNECT, Unit: “eHealth, Wellbeing and Ageing”, working on Active and Healthy Ageing and innovation, Silver Economy, Health Tech ecosystems and Digital Skills. Before 2017, Irina has worked in DG REGIO, as well as at the United Nations’ Office of the High-Commissioner for Human Rights (UN OHCHR, Sustainable Development Section) and at the Intergovernmental Oceanographic Commission in UNESCO.

 

Philippe Seidel Leroy, Policy and EP Liaison Officer, AGE Platform

Philippe Seidel Leroy works for AGE Platform Europe, the EU’s a largest network of organisations of and for older persons. He is responsible for AGE’s policy activities in the fields of active ageing (including employment, life-long learning, citizenship informal care and volunteering) and social protection, as well as gender equality. He also coordinates AGE’s relations with the European Parliament (EP) and the EP Interest Group on Solidarity Between Generations. Recently he coordinated the drafting of AGE’s submission to the United Nations on the right to education and life-long learning and to the European Commission on Digital Skills.

Quang-Minh Lepescheux, Director of EU Government Affairs, Microsoft

Quang-Minh is Director of EU Government Affairs for Microsoft, based in Brussels. He leads the European Parliament relations and is responsible for digital skills and jobs, covers a wide range of digital policy topics including privacy, cybersecurity, law enforcement, and AI. Prior to joining the Brussels team, Quang-Minh was Government Affairs Manager for Microsoft France, in Paris. In that capacity, he served as Chair & Spokesperson of the Business Software Alliance (BSA) French Committee, and Chair of the Internet Commission of the National Anti-counterfeiting Committee. Before joining Microsoft in 2011, Quang-Minh was Legal & Government Affairs Manager at Union des Fabricants (Unifab), the French Intellectual Property trade association, and was previously Legal Counsel at Louis Vuitton. The DREAMS project consortium invites you to participate in an International Webinar on Digital Storytelling with Roma Parents on 3 December 2020.

The webinar will present and illustrate an innovative methodology aimed at strengthening the collaboration between schools and Roma parents by empowering and supporting Roma parents to express their views and address issues like inclusion, discrimination, segregation, racism, bullying or violence in the form of short video materials.

Digital stories made by Roma parents from Belgium, Bulgaria, and Romania will be presented and discussed.

The direct and indirect benefits of using this methodology will also be analysed.

 

Who is the webinar for?

  • English speaking head teachers and teachers, especially from schools with Roma children involved in EU projects
  • Organisations having education programmes, supporting schools, training teachers, etc

The Fifteenth Annual Meeting of the Internet Governance Forum (IGF) is hosted online during 9-17 November, by the United Nations under the overarching theme Internet for human resilience and solidarity. The programme develops around the four main thematic tracks:

  1. Data;
  2. Environment;
  3. Inclusion;
  4. Trust.

 

The Internet Governance Forum (IGF) is a global multi-stakeholder platform that facilitates discussions on public policy issues pertaining to Internet governance. The IGF was one of the most important outcomes of the United Nations World Summit on the Information Society (WSIS) that mandated the United Nations Secretary-General to formally convene the Forum.

Institutionally, the IGF is supported by the IGF Secretariat, administered by the UN Department of Economic and Social Affairs (DESA), while the programme of the annual IGF meeting is developed by the Multistakeholder Advisory Group (MAG).

Within IGF’s framework of intersessional work and annual meetings, stakeholders coming from all disciplines (e.g. governments, private ‎sector, civil society and technical communities) and from all parts of the world are discussing public digital policy, networking and exchanging best practices for an open, safer and accessible Internet for all.

Previous IGF

The 2020 meeting will be officially opened on 9 November and closed on 17 November. During this 7-day phase, workshops, main sessions, the high-level leader’s track, a parliamentary roundtable, and thematic concluding sessions will be hosted.

ALL DIGITAL participates in this global platform with a virtual booth in the IGF 2020 Online Village. The IGF Village is the meeting space of every IGF.  At this year’s fully online IGF, the Village features over 70 organisations (ALL DIGITAL one of them), from all stakeholder and regional groups, ready to showcase their work on different Internet governance issues. Participants can to visit online exhibition spaces (i.e. ‘booths’) for each organisation, approach these organisations, and schedule 1:1 discussions with them.

In the booth, ALL DIGITAL shows its mission, vision and problem statement, and highlights its most important initiatives and activities enhancing digital skills, including ALL DIGITAL Summit, ALL DIGITAL Week, projects, and Digital Competences Manifesto.

This is an important networking opportunity for ALL DIGITAL and its member organizations to engage with leading experts from all parts of the world and to participate in discussions on some of the most pertinent issues on Internet governance.

In the framework of the European Vocational Skills Week, a group of speakers from the world of VET will address the challenges posed to the sector by the increasing need for digitized training and training on digital skills.

The event is part of DevOps Competences for Smart Cities project and its aim is to present project results as a starting point to discuss the impact of ICT-related issues on VET education at a time when Covid crisis made unavoidable the switch to technology-assisted learning.

The panelists will draw a full picture of the current situation, trying to sketch how threats can become opportunities and what all stakeholders – teachers, trainers, learners but also decision makers and managers – can do to adapt to the new panorama.

Digital skills and competences are increasingly pegged to proprietary software solutions. While Free Libre Open Source Software (FLOSS) technologies are meant to be open and are freely accessible, most FLOSS users already have some competences in licensing and ownership when making the decision to use FLOSS. New users with low skills are often intimidated or insecure with their own capacities to use open source technologies, and thus may choose to use proprietary options because some brands are more associated with skills.

The OPEN-AE project aims to bridge this gap and promote practices and tools to make open culture and free software more accessible for new users. OPEN-AE wants to support European digital competence centres in becoming innovative trainings hubs, capable of catching up with the latest developments in digital economy and teaching digital skills in an accessible way to their specific target groups.

The OPEN-AE project project developed and tested:

  • A curriculum training scheme on open source technologies addressed to educators working in non-formal adult education, mapped on the DigCompEdu Framework.
  • An online toolkit for educators in five languages (EN, NL, FR, IT, ES) by adapting open educational resources already available. It serves as guidance for adult education strategies, tools and approaches for developing digital skills training.
  • A modular blended course of 60 hours in open source technologies and pilot it with 40 educators from four countries to improve their knowledge of open digital learning technology, tools, platforms and using them.
  • Additionally, project partners produced guidelines for transferability and upscaling of project results and recommendations for non-formal education providers and policy makers.

The project and experiences of partners, trainers and learners will be presented at an online conference on Tuesday 20 October 2020 at 15:00–18:00 by the Consortium. In addition, invited guest speakers will address the project’s themes from different angles.

The workshop “No lockdown for e-democracy” is organized by DG JUST, in partnership with EACEA, in the framework of the European Week of Regions and Cities 2020.

Join us on 6 October 2020 for a conversation about the promises and challenges of e-democracy during the COVID-19 response and get to know some e-democracy best practices of EU funded projects. One of them is Get Your Facts Straight! project that will be presented by ALL DIGITAL’s Programme Officer Borut Cink.

A new push for European democracy is a priority of the European Commission.

The fight against COVID-19 has led to many special measures. These can have an impact on normal democratic processes and democratic debate. E-democracy could help address some of these impacts, as well as generally supporting participation and open debate. This session aims to contribute to the conversation about the promises and challenges of e-democracy during the COVID-19 response and highlighting some e-democracy best practices of EU funded projects. In the introductory part, stakeholders will share with the audience best practices of EU-funded projects related to how digital technologies can empower citizens to take part in the European democratic debate. The main part of the session will be dedicated to discussing the lessons learned from the COVID-19 pandemic and how we should adapt our digital democracy policies and practices to make our democracies more resilient in times of crisis.

Ask4Job is a pathway that supports the development of digital competences and cognitive skills for low-skilled, long-term unemployed adults.

Ask4Job offers an Open Educational Resource that could be adopted by labour market operators and adult educators/trainers, in order to realize activities of specialized employment orientation, aimed at supporting job search and individualized development paths, at personal and professional level. It is composed of

  • a Self-Assessment Tool, to assess digital skills and propose an upskilling pathway,
  • a Massive Open Online Course (MOOC), to strengthen digital competencies and cognitive abilities,
  • and Capability Labs, to support learners in job search and career development.

The Ask4Job pathway puts in action the Digital Competence Framework for Citizens (DigComp). The learning path is built on the first 4 proficiency levels of digital knowledge (Foundation and Intermediate), opening the possibility of advancing towards more specialized proficiency levels.

The project and its activities as well as the experiences of trainers and learners will be publicly presented at an online conference on Thursday 27 August 2020 from 14:00 – 17:00 by the Consortium. In addition, invited guest speakers will address the project’s theme from different angles.

The “Adult Skills for Job Oriented Breakthrough” project is funded within by the Erasmus+ programme of the European Union and coordinated by the Rome-based employment and training agency ERIFO. ALL DIGITAL is a member of the Consortium.

On 7-8 October 2020, ALL DIGITAL organised its 13th annual summit ONLINE in collaboration with our German members Helliwood, JOBLINGE, and Digital Opportunities Foundation.

ALL DIGITAL Summit 2020 was supported by the Ministry for Economic Affairs and Energy of the Federal Government of Germany, which has the Presidency of the European Union from 1 July to 31 December 2020. The German Government made digital learning one of the key priorities for education and training during this EU Presidency.

The Summit brought together over 400 representatives of networks and organisations working to enhance digital skills of European citizens.

The Summit

The theme of the Summit was “Competences for the future”, and keynotes, panels, lightning talks and workshops were organised around these four topics:

  • Towards a version 2.2 of DigComp > DIGCOMP
  • The future of digital competence centres > FUTURE
  • Recognition of digital competence certificates in Europe > CERTIFICATION
  • Lessons learned during Covid-19 > LESSONS
  • Special presentations of CDDC Project Europa Square, workshop “How to Crowddream” and a panel on DigiEduHack are grouped under ‘Heritage‘.

ALL DIGITAL Summit 2020 was co-organised by

 

The “Crowddreaming: Youth Co-Create Digital Culture – CDDC” project is based on a best practice of the same name developed by Stati Generali dell’Innovazione (SGI) as a cooperative contest. The purpose of the contest is to have young people co-create a digital monument to be embedded in ‘the Europa Square’ – a physical square that is augmented with digital scenes. The digital scene is the scene of thanksgiving which is based on a story created by a school where they thank another country or culture for a contribution it made to Europe or their homeland.

CDDC scaled up this best practice by training 80 teachers in four European countries (Latvia, Greece, Italy, and Croatia) in the CDDC methodology, which trains teachers in digital cultural heritage and guides them to lead workshops with young people to develop the digital scene. The Crowddreaming methodology is delivered to teachers by a MOOC which is based on a curriculum that was cooperatively developed by partners addressing teachers needs through the use of coaching circles and interviews with role models who took part in past editions of the contest.

Digital SkillShift project aims to reskill and upskill citizens facing the challenges of digital transformation to the labour market.  It aims to create new work-related opportunities for the beneficiaries of a specially-tailored training programme, by developing new skills and attitudes required for today’s labour market. It aims to create a scalable model and curriculum for citizens and a new digital transformation approach for employers.

 

For more than 25 years Helliwood media & education at fjs e.V. has provided educational initiatives, learning labs for different target groups and promotes 21st century competences to empower people from young to old in discovering and experiencing digital media. The organisation brings education and media together and aims to shape actively the digitalized society.

 

The vision of the JOBLINGE initiative is to make a visible and sustainable contribution to the fight against youth unemployment. Since 2015, JOBLINGE has had a strong focus on STEM and digital learning. The aim is to integrate young people who are most at risk of social exclusion into the STEM-sector with the help of specialized training programmes and by encouraging civil society actors and businesses to collaborate in these efforts.

 

Since the establishment in 2002, it is the remit of the German Digital Opportunities Foundation to research the social impact of digitisation, to campaign for equal access to the Internet for all people and to advance digital literacy. SDC’s objective is digital inclusion of all societal groups and counteracting the digital divide.

Awards

The Awards ceremony is planned to be held in Berlin on the evening of 8 October 2020. The winners will receive trophies and will have the opportunity to present their initiatives to an audience of c100 participants.

The finalists in each category will be invited to attend the ALL DIGITAL Summit 2020 in Berlin, Germany, on 10-11 October 2020.

Award winners (one in each category) will be entitled to free accommodation – 1 person for 2 nights and will also have their travel expenses (up to 300 EU) covered by ALL DIGITAL.

Terms and conditions

Nominations are accepted from organisations and individuals working in wider Europe (not limited to EU28) in the field of enhancing digital skills.

Nominations must be completed in English and submitted through online forms, indicated in each category description.

The jury will assess the nominations against a set of criteria and choose three finalists and winner in each category.

Overview

You probably have heard the very sexy term “Digital Storytelling” before. It is in fact very popular in the media or advertising world, but sadly that is a misinterpretation of the therapeutic and pedagogical method that is “Digital Storytelling”. In the mid-1990s, Joe Lambert and his Center for Digital Storytelling developed a way to give a voice to the underprivileged and link this to learning digital skills.

Everyone has a story to tell. In fact, everyone has a lot of stories to tell, although we don’t always recognize that ourselves.

Our youngsters, for instance, also have a lot to tell. They quickly dare to give the impression that they are not interested in many social problems although many of these problems are closer to their world than we realize. They have probably already experienced things or certainly have an opinion about this society and how it’s running (not always very well).

Migration, war, global warming, gender equality, violent extremism, … It is discouraging and difficult to discuss these topics. Digital Storytelling is for us a very accessible tool to give people a voice. To reflect and think about certain sensitive topics. To become part of a debate that is often conducted over their heads. We create a safe environment in which participants can discuss and learn to sympathize with other opinions. It is a non-formal, intuitive and fairly simple way to improve digital skills and learn new methods of communication.

Do these stories have to be about these themes only? Not at all.
We already have experience in themes such as identity, talents, burn-out prevention, feeling at home, #metoo, human rights, first day at work, … working with different groups such as refugees, prisoners, illiterate people, detained youths, women who came into contact with violence… But everyone has an interesting story to tell so you can make them with your colleagues, family and friends as well.

But what exactly is a Digital Story?
Digital Storytelling is a very simple accessible technique. Participants can tell personal stories or give their personal opinion on different subjects by making a short film of moving photos and still images and – most important! – their own narrative voice. Because the format is very simple, all attention can be paid to the creation of the story and the personal expression of the creator. This audio-visual technique is very suitable for groups that are less literate, have difficulty reading and/or have no experience with digital tools.

While working on these films, the participants help each other and learn together. This makes it a wonderful activity for peer learning. By making the films – and using their smartphones, tablets or computers in a new and creative way – the participants acquire a series of 21st century skills linked to new technologies, problem solving, social skills … but also to the concept of ‘learning to learn’.

What will you learn?

During this training we will give you an in-depth view to the step-by-step program on how coach the creation of a Digital Story and to facilitate this training for your own participants. But to learn how to facilitate a Digital Storytelling workshop you need to experience the power of the method for yourself.

Making a personal Digital Story is a combination of group work and personal effort in which writing, listening, understanding, speaking, reacting, discussing and finding the middle way is the driving force. You will learn how to facilitate and coach a story circle, probably the most essential part of the Digital Storytelling methodology. A story circle is the part where everyone in the group brings his or her personal stories. It is a phase reminiscent of the safety and warmth that a campfire brings, where people share stories and discuss them with each other.

We also show how to turn these stories into a digital story: where or how to find strong images to use in the film, put them in a video editing program and put your own voice on the film like a real storyteller.

All the mechanics behind the scenes will have no secrets for you, and with our syllabus you will also have something to fall back on to!

Side activities to discover the country and other organisations will also be offered outside the training hours.

 

In other words…

Digital storytelling is a methodology that can be used as a pathway to discuss all kinds of societal topics with adult learners (even low skilled) and youngsters (+14) empowering them and enhancing their digital skills. A digital story is a personal narrative with still images and a voice over in which the storyteller gives their opinion or point of view making the audience think about this topic and working for social change. Digital stories are short videos about 3-5 minutes long.

We will train the learners in the history and the methodology of digital storytelling as developed by storycenter.org. We will train the participants to understand the 7 steps of digital storytelling and talk about the ethical issues. During the training, trainees are making their own digital story and learn at the same time about voice recording, editing, working with subtitles and titles in the editing programme.

Learning outcomes

After this training, participants are able to facilitate a digital storytelling workshop, knowing the different steps of the methodology and the digital skills needed to help learners with editing, voice recording and sharing their story.

Programme is subject to change:

Day 1: Learn how to explore a topic with your group and how to pose the perfect question to extract a beautiful story

Day 2: A deep dive in the writing and sharing groups-process of the Digital Storytelling method through the story circle

Day 3: See what makes a good image and get some great tips on how to create your own!

Day 4: Editing your Digital Story is actually quite easy, you’ll see!

Day 5: All that didn’t fit in the other days and some nice other methods that could also be used.

How to improve your webinar: a deeper look at the technical side of professional webinars

MAKS vzw and ALL DIGITAL invite you to the webinar about webinars on 11 June at 14:00-16:00 CEST

Why?

During the lockdown caused by COVID-19, many of us have been facing many new challenges. One of which was related to translating and moving our off-line activities to an online environment. Video conferencing became the solution but the limitations of the accessible platforms became quickly apparent:

  • Wait, the audio of my video is not coming through?
  • Why is my programme running fluently on my computer, but for my participants it looks like a choppy slideshow?
  • Why is Jitsi not recognizing my webcam while it works in Skype?
  • Why are my participants also hearing themselves?
  • Can’t I use multiple webcams at once so I can show something while explaining something?

 

When our member MAKS vzw organised an online seminar on Digital Storytelling for teachers and youth workers in April, they were confronted with these and many more technical shortcomings. Luckily, they found free solutions for all of them and they actually work for all the platforms they’ve tested them on: Google Meet, Microsoft Teams & Skype, Jitsi, Zoom… but even for streaming platforms as YouTube and Twitch!

After attending many other webinars our colleagues noticed many partner organisations are struggling with the same problems so we decided to share our know-how! Especially now that it seems that online webinars will be more and more prevalent.

For Whom?

Everyone who wants to improve their online presentation, wants to host a webinar that involves more than just a simple PowerPoint, or just everyone that wants to impress their contacts during an online meeting 😉

Some technical background is required but we’ll keep things as simple as possible.

This webinar is currently only focusing on solutions for Microsoft Windows 10, but we’ll briefly touch on (untested) possibilities for iOS and Linux as well. Access to the admin account of the PC is required for the installation of the involved software.

What & Programme

We will focus on the following aspects:

  • Share your screen at a higher frame-rate than the built-in “share screen” options of video conference platforms.
  • Keep the interactivity of a webinar while also being able to play videos with high quality sound and frame rate.
  • Learn how to use the free programmes Open Broadcaster Software Studio, OBS Virtual Webcam, Voice-Meter Virtual Audio Cable and Voice-Meter Banana and combine them with any (video conference) programme you already use.
  • Learn how to use multiple video sources like multiple webcams, desktop shares and switch between them or combine them like a real professional live video studio.
