ALL DIGITAL is at a turning point in its growth journey, and needs a charismatic, strategic CEO with the ability to help it harness the opportunities that rapid digital transformation present, whilst also building its visibility and diversifying its income streams.

In the framework of the ALL DIGITAL Weeks 2024 campaign ALL DIGITAL, in collaboration with Mediawijs organised a conference highlighting local and regional approaches to digital inclusion in Brussels, featuring perspectives from academic research and good practices from around Europe.

Digital inclusion remains one of the biggest challenges of the digital transformation. Considering the increasing digitalisation of essential services, the labour market and social and democratic participation, it is those parts of society which already face exclusion or are otherwise disadvantaged who risk being further disconnected and left behind the most.

In addition, there is a lot of attention on this year’s European elections, and on the EU’s regulatory power continuing to make great strides in the digital sector with the AI Act, the Digital Services Act, and the Digital Market Act. However, digital inclusion measures are ultimately implemented on the local and regional level, and in many parts of Europe local elections are taking place simultaneously with the European elections.

The event, attended by 91 participants from 20 countries, was opened by Altheo Valentini, the President of ALL DIGITAL, followed by Alenka Le Compte representing Mediawijs, and Gerardo Franco, Europe Philanthropies Lead at Microsoft who hosted the event at their Brussels Technology Centre.

ALL DIGITAL President, Altheo Valentini stressed that “We try to use the projects (where ALL DIGITAL is involved) as a cooperation opportunity to bring innovation to the digital education sector and also produce something that can be used at local level by our members as a follow up opportunity with a different target group”

Gerardo Franco : “We face two major challenges when bringing our regional / national strategies to local level, one of them is ensuring coherence and cohesiveness : as you translate from national or regional to local level, things might get lost along the way). The second one is ensuring we have efficiency and scalability of our initiatives”

The keynote lecture centred on a research project about “Localising digital inclusion policy: A comparative analysis of local policy responses to digital exclusion in Belgium, France, and Norway”, presented by Dr. Sarah Anrijs from MICT-UGent and Paola Verhaert from SMIT-VUB, who led the research. The report highlighted that ‘’the main challenges that local government face in working on digital inclusion :
• finding suitable and sufficient staff
• generate internal support
• inter-municipal cooperation
• private partnerships
• lack of finance”

Alenka Le Compte, Digital Inclusion Expert with Mediawijs followed by presenting her organisations work in supporting, local governments on digital inclusion in Flanders. She underlined that : “I strongly believe that the place where we need to support these people (i.e. people who have some lack of digital literacy) is at a local level, at local community center […] where they can ask their digital question and digital support. So it is up to us, (the digital inclusion expert or digital inclusion organization) to make sure that this local organizations getst all the tools and skills in order to support people”

The event continued with a panel of inspirational practices, and good practices from Belgium and Europe”. It consisted of Josie Vranken from District09, the IT partner for the city of Ghent, Flanders, Veronique de Leener from CABAN, the Collective of Digital Accessibility Actors in Brussels, representing Belgian perspectives. They were supplemented by further European examples with Liliana Arroyo, Director General for Digital Society with the Catalan government presenting the Catalan Digital Alliance, and Miomir Rajcevic, presenting the Media Education Centre, a non-for-profit NGO promoting information literacy in Belgrade, Serbia. The session was moderated by Norman Rohner, Policy Officer at All Digital.

The event was rounded out by a networking workshop and small group Q&A and discussion session with each small group facilitated by the individual speakers.

The International Launch Event of the ALL DIGITAL Weeks 2024 campaign, themed “What’s next for Digital Skills? Beyond the European Year of Skills and the European Elections” took place on May 14, 2024. Hosted at the prestigious Microsoft Technology Center in Brussels, the event boosted the ongoing conversation surrounding digital literacy and skills development.

As the digital landscape continues to evolve, the ALL DIGITAL Weeks 2024 campaign aims to address pressing issues such as digital democracy, civic participation, social responsibility, the impact of artificial intelligence, and the crucial role of digital skills in employment, entrepreneurship, innovation, and social inclusion. With an emphasis on digital media and information literacy, cybersecurity, and well-being, the campaign underscores the growing importance of digital competences for European citizens and residents alike to face the digital transformation with confidence.

The launch event, opened by ALL DIGITAL President, Altheo Valentini, welcomed an impressive lineup of keynote speakers and panelists, including Georgi Dimitrov, Head of Unit “Digital Education,” DG EAC, European Commission, Jeremy Rollison, Head of EU Policy, European Government Affairs, Microsoft and Elisa Gambardella, President, Lifelong Learning Platform.

In his intervention, Georgi Dimitrov focusing on the DEAP highlighted that: “In 2024, digital education and skills development take center stage as challenges and opportunities including artificial intelligence, disinformation or an ongoing skills revolution – to name but a few – abound. We need focus and dedication going forward and with the review of the Digital Education Action Plan launched in April by the Commission, we invite you to shape its future.”

Jeremy Rollison stressed that ‘’To empower everyone to thrive in the European economy, we have a collective responsibility to bridge critical skill gaps in areas like AI, cybersecurity, and sustainability”.

Elisa Gambardella highlighted: ‘’For Europe to thrive in the digital era we need all people to be able to understand, navigate and take action also in the digital dimension of our lives. We cannot solely focus on high-order digital skills, but we must have high ambitions to invest in digital basic skills and in digital citizenship education.’’

The event continued with a dynamic panel discussion titled “Digital Skills: Equity, Citizenship, Entrepreneurship, Cybersecurity” which featured different perspectives on the relevance of digital skills in the way we learn, work and live and insights from esteemed experts: Anna Carrero, DG EMPL, European Commission; Nina Olesen, European Cybersecurity Organisation; Stefano Kluzer, Research, ALL DIGITAL; Guillem Porres, Fundacio Esplai; Elin McCallum, Bantani Education; Stella Meyer, The Lisbon Council.

The day ended with an enlightening session focused on AI applications for the future of skilling. Following this, participants engaged in a valuable networking session, seizing the opportunity to build synergies and exchange ideas for future collaborative actions and projects.

The Campaign

The ALL DIGITAL Weeks campaign is one of the major pan-European awareness raising campaigns on digital skills for inclusion, empowerment and employment. It is organised by ALL DIGITAL Network, and it has been running since 2010. Since then, the campaign has helped almost 1.5 million people to get online for the first time or enhance their digital skills.

The awareness-raising campaign is run at digital competence centres, libraries, community centres, schools and other venues across Europe. Every year it helps about 100,000 Europeans from 20+ European countries to learn and be inspired by what technology can do for them, focusing on the opportunities given by digital transformation and its effects. The campaign is co-funded by the European Commission.

Over the years, the campaign was supported by Microsoft, Liberty Global, Accenture, Telenet, Cisco, Mozilla Foundation, Certiport.

Education cultivates attitudes, values, and behaviours crucial for building inclusive communities where diversity is not only acknowledged but celebrated. Navigating diversity and fostering inclusion in all educational activities, be they formal, informal, or non-formal, is essential to the development of cohesive societal systems.

In the pursuit of a more inclusive Europe through education, the role of education and training providers cannot be overstated. They are responsible for ensuring quality education and training for all across all age groups, as agents of social inclusion and as stakeholders for policymakers, in shaping education policies. Education and training providers serve as advocates for social justice, actively dismantling barriers and biases, thereby paving the way for a learning landscape that is more inclusive.
The Inclusion Box (iBOX) project wants to be a part of building more inclusive societies, starting with education and training stakeholders.

For this purpose, the partnership developed 3 innovative online training courses which are already taking place this May and June, tackling three core topics: 1. Access and participation in learning processes; 2. Inclusion and diversity strategies in the sector; and 3. Digital transition and blended work methods.

Counting on the experience and expertise of the consortium members, Learning for Well-being Foundation, Cémea France and ALL DIGITAL will facilitate the training courses happening every two weeks, according to each theme.

Upon successful completion of the course, participants will be awarded a certificate of attendance.

As a part of the CONVERT project  (Conversion programme to acquire the digital skills needed by forward-looking careers) ALL DIGITAL is conducting a survey to identifying the ICT skills needed by the labour market and emerging jobs. 

Your experience and opinion will help us identify key areas for improvement and develop targeted training modules focusing on digital competencies such as data analytics, programming languages, cybersecurity, and more.

About the project:

The twin green and digital transitions are reshaping the way we work and the deployment of advanced technologies, such as artificial intelligence and robotics are expected to create new jobs. Already, the acceleration of the digital transition due to the COVID-19 pandemic has accentuated the digital skills shortage.

To achieve the digital transformation of the labour market, education and training providers will need to develop upskilling and reskilling programmes that are both flexible and certified and incorporate the latest developments in key ICT areas.

CONVERT aims to design and deliver a reskilling programme in the form of short-term training modules enhancing the digital skills needed by today’s digital economy, to reskill recent non-ICT graduates and upskill junior employees (up to 2 years of working experience) towards emerging jobs or new tasks in their jobs.

The reskilling programme will be both flexible and certified using micro-credentials and it will be focusing on the digital competences needed by employers to achieve the digital transition of the labour market, including data analytics and visualisation, programming languages, AI, IoT, web development and design, cybersecurity, and data privacy. The training programme will be delivered in a blended format by certified trainers with hands-on experience.

Aiming at protecting fundamental rights and democracy in digital education, that’s for sure. What about the duties and obligations? What are they? All Digital’s Policy Officer Norman Röhner answers three quick questions about the new EU AI Act, which is expected to come into force by June 2024.

What are the top three implications of the EU AI Act for the adult education sector?

Firstly, the EU Artificial Intelligence Act explicitly recognises the positive impact that AI systems can have on digital education and training. They can facilitate individualised, adaptive and tailored teaching and learning offers, boosting their accessibility and effectiveness. Especially relevant for adult learners, AI can support autonomous, independent learning at the learner’s own pace.

Secondly, adult education will have a significant role in the widespread use of AI systems, due to the provisions on AI literacy which oblige developers and those who integrate AI systems into their activities (“deployers” in the language of the Act) to ensure the adequate training in the use and operation of AI systems. This includes the awareness of the impact of AI, as well as both the opportunities and risks stemming from its use.

The third implication is that the AI Act lists education and training among the fundamental rights, and places special emphasis on the rules applicable when AI is used in this area. The Act classifies as “high risk” such AI systems which are used to determine a learner’s access to education (decisions on admission), the level of education they are eligible for (placement tests), to evaluate learning outcomes (decisions on grades) or to monitor behaviour of learners during tests (proctoring, detection of cheating). These use cases are still allowed but require stringent risk assessment and curation procedures under the AI Act.

What must teachers take into account?

An important understanding for teachers is that they and their teaching institutions will have considerable responsibility in the adequate and proper use of AI tools in their work. In the first place, this means they should make themselves aware of which types of uses are allowed, which uses are banned and which uses require additional assessment steps.

As a rule of thumb, the EU AI Act in the education context places additional rules only on those AI systems which suggest or make decisions, meaning that tools which automate or ease specific tasks, such as a speech-to-text tool recording notes, do not require significant administrative steps.

In addition to a range of unethical practices, such as using AI for subliminal influencing or the exploitation of vulnerabilities, the Act places a hard restriction on AI systems that are meant to interpret or infer a person’s emotional state, specifically in the context of work and education.

However, trainers and educators should feel encouraged rather than intimidated by the AI Act’s regulation of artificial intelligence systems in education. The one crucial condition is that educators and trainers seek and receive guidance and support from their institutions and professional networks.

What must learners take into account?

Learners should be aware that the EU AI Act first and foremost seeks to protect their rights as individuals. Learning institutions have strict obligations if they want to base admission or learning outcome evaluation on AI-supported systems, offering justifications and assurances that such a system is not discriminatory.

The provision of the Act should boost learners’ confidence in engaging with AI tools in their education processes.  The Act aims to strike a balance between facilitating AI tools that increase accessibility and simplify repetitive tasks while restricting those that risk infringing on their rights or cause harm.

On the other hand, the use of AI systems to detect teachers’ conformity to previous grading patterns, for example, is an exception explicitly mentioned in the Act. This further protects learners in their rights to have access to education and to have their learning outcomes assessed fairly.

In addition, the Act’s provisions on AI literacy gives teaching institutions (as “deployers” of AI systems) the responsibility to adequately train students (as “users”) in the use of the AI tools they wish to implement in their training offers.

Description:  

The Digital Educator function underpins the concept that education and training on digital competences must be delivered by skilled and qualified people. It is a sign of the maturity that the sector has achieved as a result of the ever-increasing use of digital technology, especially after the pandemic. 

The digital educator role embraces the range of people facilitating the digital training/empowering process in digital competence centres. Teachers, trainers, tutors, facilitators, moderators, assistants to all of them, instructional designers and volunteers are eligible, as long as they have been selected by an organization in one of the above roles and they work directly with users teaching and supporting them. Each centre may have a different name for this role.

Digital competence centres would have no success without their hardworking digital educators, who are in the first line of digital inclusion by eradicating the fear of using new technologies, thus bringing technology into people’s lives. They bring people online, take the fear of technology away, and teach them the right behaviour, opening new perspectives, enabling better jobs, and enhancing their communities.

Digital educators can be employed or be volunteers, but they work directly with users teaching and supporting them.

What we celebrate

Thousands of individuals and hundreds of organisations around Europe work daily with communities to empower citizens through technology and the Internet: from teaching digital and media literacy and online safety to helping people carry out government, financial or commercial transactions and to training in coding, robotics and cybersecurity.

These individuals and organisations often support entrepreneurship and employability in an ever-changing digital environment and labour market and unite different stakeholders in campaigns and projects that aim to ensure digital inclusion and enable digital social innovation.

ALL DIGITAL has established the Awards to recognise and celebrate their innovation, dedication and the inspiring role they play to many people.

This year like last year, ALL DIGITAL will also acknowledge the organizations that have contributed to promoting the ALL DIGITAL Weeks 2024 campaign, with special recognition for those who have been particularly effective in spreading awareness of its importance.

ALL DIGITAL invites European stakeholders to a networking and good practice exchange event   for setting up a network of strategic allies for green and digital employment and entrepreneurship.

The alliance is led by Green at You – Social Innovations for Inclusive Green and Digital Jobs, a project funded by the European Social Fund that aims to empower groups at risk of social exclusion by equipping them with the essential skills for green and digital jobs.

Green at You aims to develop and pilot a series of micro-credential certified training modules based on key transversal competences across the EU Competence Frameworks: EntreComp, GreenComp and DigComp. 

The networking meeting will gather stakeholders in an interactive space to provide an overview of the project, to explore together how each stakeholder can benefit from and contribute to the alliance and to exchange good practices on the topic of green and digital competences and jobs.

Green jobs alliances, national and European-level organizations, employers/companies in strategic sub-sectors, vocational education and training (VET) providers, trainers and any other stakeholders interested in making the green transition more accessible are invited to this event.

Today, ALL DIGITAL, the European association representing networks of digital education stakeholders, is pleased to announce the launch of the ALL DIGITAL Weeks 2024 campaign, the annual digital inclusion and empowerment campaign involving digital competence centres, libraries, community centres, schools and other venues across Europe.

In 2024, as in previous years, the campaign will receive support from the European Commission and will span over three weeks, from the 13th of May until the 31st of May. It will engage international and national partners, as well as participating organizations across various European countries. The campaign actions will be underpinned under the motto ‘‘Enhance your digital skills’’ which is a call to action for all European citizens and every individual living in Europe to learn new skills, both basic and advanced, to be able to face digital transformation with confidence.

The campaign will build on what was achieved in 2023 and on its contribution to the success of the European Year of Skills, promoted by the European Commission. ALL DIGITAL Weeks 2024, on the occasion of the European elections (6-9 June 2024), will put aspects of digital democracy, civic participation and social responsibility into focus, as well as cover challenges arising from disinformation online and a lack of information literacy for a large portion of Europe’s citizens are in the spotlight, as much as initiatives, solutions and tools fostering participation, equity and inclusion.

The campaign will also support the implementation of specific actions of the Digital Education Action Plan 2021-27 of the European Commission, with the main objective of enhancing digital skills and competences for the digital transformation. Many EU projects where ALL DIGITAL is involved will be presented during the campaign period to increase their visibility across Europe.

The three weeks of the campaign will focus on the following specific core themes under which all the training and events will be organised at international and national level across Europe: Digital Skills for employment, entrepreunership and innovation (reskilling and up-skilling); Digital Skills in “Equity, Diversity and Inclusion’’ (encompassing issues such as migration, democratisation, gender gap, ethnicity); DigComp, DigCompEdu and Digital Skills Certifications; Digital media literacy and disinformation; Cybersecurity and safer internet; Digital Skills for Environment and Sustainability; Digital Skills for specific sectors (education, cultural and creative industries, transportation, health…) and the application of AI (Artificial Intelligence) in education and training

How the campaign will be supported in 2024

The campaign aims to show the need for empowering all European citizens with the digital tools and skills they need in their studies, jobs, and for social inclusion. We will focus on different actions covering policy themes, European project dissemination activities, and promotion of grassroots level activities. It encourages various activities to support the Europeans who do not have enough digital skills to participate fully in society and benefit from digital transformation.

The international launch event of the campaign will be organised in Brussels on the 14th of May 2024, involving policymakers, digital education stakeholders and ALL DIGITAL members.

The campaign will be sustained and promoted with the support of selected national coordinators across Europe. The national coordinators are ALL DIGITAL present or future members that will liaise with organisations involved in digital skills, will promote the campaign across their networks, and monitor the performances at national level. They will have the role of fostering the visibility of the ALL DIGITAL Weeks in their country, and support and coordinate the local partners in the organisation of local events, training and courses which provide different population groups with digital skills and education.

We will invite international networks, umbrella organisations, or those with capacity to have a big regional or national reach to join as partners of the campaign. We ask them to support us in promoting the campaign and planned activities to their network and raise awareness on digital education issues tackled by the campaign in their country. We invite them to organize an international event in English and have it featured in the ALL DIGITAL Weeks 2024 agenda as well to encourage local organisations to add their events, courses, lectures, and training on the map of events, to showcase the concrete impact they have in enhancing teachers, students, employees, elderly people, migrants, and all groups impacted by the digital transformation. The map will be operational at the beginning of March on the ALL DIGITAL Weeks website.

We will welcome articles/blogs about the campaign with an overview of what has happened in the country, highlighting best/most interesting events. Interesting news will be published on ALL DIGITAL Weeks website and promoted through ALL DIGITAL’s social media accounts.

The ALL DIGITAL Weeks campaign is one of the major pan-European awareness raising campaigns on digital skills for inclusion, empowerment and employment. It is organised by ALL DIGITAL Network, and it has been running since 2010. Since then, the campaign has helped almost 1.5 million people to get online for the first time or enhance their digital skills.

The awareness-raising campaign is run at digital competence centres, libraries, community centres, schools and other venues across Europe. Every year it helps about 100,000 Europeans from 20+ European countries to learn and be inspired by what technology can do for them, focusing on the opportunities given by digital transformation and its effects. The campaign is co-funded by the European Commission (1)

The Teachers 4.0 Digital, a flagship project aimed at tackling disinformation and promoting digital literacy through education and training in European classrooms, launched its activities at the kick-off meeting in Athens, Greece on 1-2 February 2024.

ALL DIGITAL is delighted to be a part of this dynamic project consortium consisting of 17 organisationsfrom 7 countries, including renowned universities and faculties of pedagogy, public authorities in the field of education, adult education providers with extensive experience in the field of teacher training and European networks media literacy and digital skills.

Digital literacy and tackling disinformation are among the top three digital skills needed for the 21st century. Teachers need to be equipped with necessary knowledge and skills to empower their students to think critically, make informed choices online and stay safe whilst continuously building their resilience in the digital world.

Teachers 4.0 Digital offers a large-scale capacity building implementation for initial training and continuous professional development of teachers and educators across Europe with focus on Bulgaria, Cyprus, Greece, Italy, Poland and Romania.

The kick-off meeting was an opportunity for the partners to get to know each other, exchange experiences and plan the first steps towards project’s intended outcomes:

  • Development of a comprehensive curriculum that will guide teachers and educators in the ways they may cultivate to their students the necessary skills to thrive in the digital age.
  • Design of a University course on the topic of combating disinformation and digital literacy
  • Development of an e-Learning platform for the upskilling of thousands of primary and secondary school education teachers and educators that will offer the Teachers 4.0 Digital course in a blended learning format.

The ultimate aim of the project is the delivery of a large-scale upskilling activity involving over 2.000 in-service teachers/educators and teachers-to-be in the countries involved.

The project aims to create a wider impact by initiating a public debate with the involvement of all relevant stakeholders, contributing to a policy reform on digital literacy education at national and European levels, and to provide a long-term comprehensive guidance on issues relating to tackling disinformation and promoting digital literacy.

The IDEAHL digital health literacy strategy vision is to empower EU citizens in using digital tools to take a more active role in the management of their own health and well-being. It will support innovative person-centred care models using digital technologies safely while benefiting from disruptive health technology. With a vision for a healthier EU, IDEAHL will strengthen the resilience and efficiency of health systems in the face of digital transformation. It will enhance a stronger EU and government investment on dHL education, promote dHL solutions process development among stakeholders making a stronger EU.

 

The objective of the strategy is to improve dHL for the benefit of all citizens focusing on health promotion, disease prevention, treatment and (self-)care as well as on monitoring its impact on the quality of life, well-being, productivity, and the economy, taking into account geographical, social and economic determinants of inequities in digital health literacy.

 

The IDEAHL project

The project has first conducted an extensive mapping of health literacy (HL) and digital health literacy (dHL) research, initiatives, and projects in the EU and beyond. It has defined best practices and champions in these fields to foster knowledge exchange and uptake of selected practices. Building on these foundations, the IDEAHL consortium haslaunched a large co-creation process to design and plan its EU dHL Strategy. The IDEAHL project has involved over 1,400 different stakeholders from 19 target population groups, including citizens and patients, health care and social services, policy makers, non-health sectors, academia, etc. Co-creation activities were carried out in more than 10 countries. Several dHL actions have been selected based on Hanlon method to pilot dHL strategy. It will support also social innovations for person-centred care models.

The DIGITAL FIRST project “Digital tech as the first language: Informatics for digital natives”, a groundbreaking initiative aimed at shaping the future of informatics education in primary and secondary schools across Europe, launched its activities at the kick-off meeting hosted by Algebra University in Zagreb, Croatia on 22-23 January 2024.

ALL DIGITAL is delighted to be a part of this dynamic project consortium consisting of 15 organisations including universities, teacher training centers, primary and secondary schools, NGOs and a public body from 11 European countries.

DIGITAL FIRST partners are committed to work towards a transformation in informatics education to match the needs of today’s children, the digital natives, born in a digital world and arriving at school education already with certain level of digital skills. The project calls for a move from traditional approach in informatics education based on programming languages and technical knowledge to an innovative pedagogical approach focusing on computational thinking to help students learn how to address real-life challenges. The shift in education will encourage young generation to be “active creators” of the digital world, rather than “passive consumers”.

During the kick-off meeting, an enlightening exchange occurred regarding the state of informatics education in the participating countries. The discussions highlighted a wide spectrum, ranging from no systematic implementation in some countries to the presence of compulsory or elective courses at primary and secondary levels of education in others. This exchange creates a dynamic learning environment where partners have much to share and learn from each other, working on a common roadmap and ultimately benefiting from the collective outcomes of the project.

Following a research and data collection on the informatics education across Europe in the initial months, the three-year project will develop and test innovative pedagogical approaches to be piloted in Bulgaria, Croatia, Cyprus, Finland, Greece, Italy, Lithuania, Portugal, Slovenia, and Spain.

The project has a particular emphasis on capacity building of education providers and empowering teachers through plenty of learning and exchange opportunities, including a network of informatics teachers and training resources. All stakeholders will be welcome to have their say in shaping the future of informatics education through the project’s dialogue clubs to be organised in each project country. The project outcomes and collected data will also contribute to the improvement of national policies and EU level guidelines to shape the future of digital education.

In an increasingly digital world, digital well-being emerges as a crucial aspect of our interactions through digital tools. Recognised as one of the 21 key competences in DigComp, DigComp 2.2 sheds light on digital well-being across its five dimensions. Emphasising that well-being should permeate all digital interactions, ALL DIGITAL, with contributions from our member organisations Maks vzw (Belgium), CARDET (Cyprus) and Punt TIC Catalunya (Spain), has compiled an analysis paper illuminating selected facets of this broad and encompassing subject. The themes chosen, “What does DigComp understand under digital well-being”, “digital well-being at the workplace”, “well-being for educators”, and “intergenerational digital competence gaps as risk factor in safeguarding well-being”, are meant to be basis for further dialogue and development on the topic.

A key point we raise in the paper is the awareness of digital technologies not being inherently positive or negative for users’ well-being, but that it is their adequate and responsible implementation and application that determines the impact on health and well-being. We also call for moving away from a view of offline and online world as separate entities and to increasingly approach them as intertwined and merged spheres that are to be understood as extensions of each other.

Our examination of digital well-being underscores the necessity for comprehensive, inclusive, and accessible digital competence development. Ensuring that everyone possesses at least basic digital competences is fundamental for effectively safeguarding and enhancing health and well-being in digital environments. Likewise, individuals involved in developing digital solutions, managing teams, educating others, and shaping policies must possess at least intermediate proficiency in digital health and well-being. This proficiency is crucial for acknowledging the associated responsibilities in their respective roles, encompassing the development of digital solutions, establishment of digital work procedures, teaching, and formulation of policies and regulations fostering well-being for all in the current and future digital landscapes.

 Digital Competences and the AI Act – Why digital skills matter in regulatory legislation – ALL DIGITAL’s reaction to the political agreement on the AI Act

The political agreement between the European Parliament and the European Council on 8 December marked a major step towards the adoption of the AI Act, the European law on artificial intelligence.

ALL DIGITAL supports these efforts to regulate the use of AI in line with European values.

However, the crucial role of digital skills in this context is underestimated. To fill this gap, ALL DIGITAL presents 10 considerations on the role of digital skills in AI regulation, highlighting in particular the protection of fundamental rights, informed decision-making and the promotion of responsible innovation. These skills are essential for the effective implementation of the AI Act and to ensure that AI technologies benefit society as a whole.

 ALL DIGITAL Response to Public Consultation on the interim evaluation of Erasmus+ 2021-2027 and final evaluation of Erasmus+ 2014-2020

The Erasmus+ programme has played a key role in the success of education, training and skills development since its initial creation as a follow-up to the Lifelong Learning Programme 2007-2013.

ALL DIGITAL welcomes the increase in its budget and the focus of its priorities when it renewed for the period 2021-2027.

The programme’s four core priorities – inclusion and diversity, digital transformation, combating climate change and citizen participation – are perfectly in line with ALL DIGITAL’s objectives as a pan-European network of e-skills stakeholders.

These priorities rely on adequate widespread digital competences for their successful implementation, while being mutual requirements that interact holistically. ALL DIGITAL endorses the alignment of the Erasmus+ programme with the Digital Education Action Plan (2021-2027) and stresses the importance of enhancing digital skills for all in the context of digital transformation.

The Erasmus+ programme should give greater priority to initiatives aimed at closing the skills gap among those with the least access to formal education.

The emphasis on inclusion and diversity in the Erasmus+ programme is welcomed, as is the importance of non-formal learning in developing social, intercultural, critical thinking and media literacy skills.

ALL DIGITAL calls on policy makers to ensure that the Erasmus+ programme maintains and improves its principles to meet the urgent needs for skills development in the age of digital transformation.

 ALL DIGITAL Response to the Adoption of the Council’s Digital Education Package

On 23 November 2023, the Council of the European Union adopted two recommendations on digital education, concluding actions 1 (Council Recommendation on key enabling factors for successful digital education)  and 10 (Council Recommendation on improving the provision of digital skills in education and training) of the Digital Education Action Plan (2021-2027).

ALL DIGITAL, the European network of digital education stakeholders, welcomes this important initiative aimed at equipping Europeans with the digital skills needed for a successful digital transition.

ALL DIGITAL encourages Member States to implement these recommendations rapidly. The documents adopted cover two important aspects of the development of digital skills, namely adapting our education and training systems to digital technologies and improving the digital skills of all.

Although the texts have broadened their scope to include skills beyond technical competencies, they also weaken their potential impact by leaving Member State participation to voluntary initiatives.

ALL DIGITAL calls on the Member States to implement the recommendations in full, in line with the ALL DIGITAL Manifesto, and we stand ready to support efforts to develop digital skills in Europe.

In a frame of late summer days, the ALL DIGITAL Summit titled “Skills for digital tomorrow” took place in Zagreb. A gathering of innovators, enthusiasts, professionals and experts in the digital skills and education sector, has met in the Croatian capital between 25-27 September to discuss extremely relevant global issues in the digital .

The event provided a platform for the 238 participants to gain valuable insights, exchange ideas, and create meaningful connections. The AD Summit welcomed various topics and events, among which can be found four workshops (RAYUELA, AI4AL, CrAL, ACTIon, and EntreComp); panels on the most varied topics on digital education, keynote speeches from policymakers, academics and industry’s representatives, lectures sessions on Digital Transformation and lightning talks session from ALL DIGITAL members and partner organisations.

Coronated by the ALL DIGITAL Awards 2023 ceremony and the announcement of the next ALL DIGITAL Summit 2024 in Madrid, the event was a success from all points of view. Thank you all for the great support and collaboration, without which none of this could have been possible.

E-XAM is a company whose aim is to conduct certified training and examinations in the field of Information and Communication Technologies. E-XAM have been operating in the validation and certification market since 2015, continuously developing the services they offer. Their goal is for society to improve its digital competencies, skills and knowledge. E-XAM specialize in conducting the validation and certification process of digital competencies in accordance with the Digital Competence Framework for Citizens (DigComp). In June 2023, based on the administrative decision of the Minister of Digitization, E-XAM obtained a licence to certify the market qualification “IT Competence Certificate – Basic Level”. While they offer certificates developed by external organizations, they are also working on developing their own examination system (TDCE – The Digital Competence Exam), which they plan to launch by the end of 2023, with the certification of participants planned for 2024.

Empowering Europe’s Workforce in the European Year of Skills

Zagreb, 26 September 2023

The much-anticipated ALL DIGITAL 2023 Summit: ‘’Skills for Digital Tomorrow’’, hosted by ALL DIGITAL, Algebra University College and Telecentar from 25-27 September, is bringing together more than 150 European leaders, educators, trainers, policymakers, stakeholders, and industry experts from various digital skills domains for a dynamic and inclusive exchange of knowledge and ideas.

As part of the European Year of Skills, the ALL DIGITAL 2023 Summit is a spotlight on the pressing need to empower and equip the European workforce with the essential digital skills required to thrive in the rapidly evolving digital landscape and the evolving job market. Speakers discuss strategies for bridging the digital divide, empowering marginalized communities, and ensuring equal access to digital resources. The Summit highlights the importance of digital inclusion, ensuring that no one is left behind in the digital transformation.

This morning in his keynote speech ‘’Enabling digital education and providing digital skills’’ Georgi Dimitrov, Head of Unit for Digital Education, DG EAC, European Commission, focused on why the Commission pushes the digital transformation agenda in education and training forward and reinforces its support for digital skills for all, mentioning ‘’The digital transition is not just about technology, it is first and foremost about people. Our role as policy-makers is to make sure every person is equipped with the digital skills to be part of the transition. And I believe this is only possible by supporting high-quality, inclusive and accessible digital education and training.’’

In his keynote, the Dean of Algebra University College, Mislav Balkovic, expressed his excitement about the event and its relevance, stating that ‘’ According to the latest Digital Economy and Society Index (DESI), with which the EC measures the digital competitiveness of member countries, Croatia was ranked 21st out of 27 overall places on the scale, and although there is room for improvement, a significant shift was recorded in the area of investment by companies in the development of ICT skills, which is encouraging. Nevertheless, the share of Croatian citizens who possess basic digital skills is still low if we compare it with the EU average, so further work on the digital literacy of the nation is crucial. These ambitions overlap with the Digital Croatia Strategy 2032, which aims to increase the total number of ICT experts in the country and use the potential of the digital transition to transform Croatia into an efficient and advanced democracy with a high quality of life.’’

Altheo Valentini, President of ALL DIGITAL, also conveyed his enthusiasm, saying, “As President of ALL DIGITAL, I am proud to witness the impact of this Summit in our collective mission of creating a digitally inclusive Europe. By nurturing essential digital skills, we lay the foundation for a brighter and more equitable future for all citizens.”

This year’s Summit features a diverse range of interactive sessions, panel discussions, practical workshops, and keynote presentations, and showcases groundbreaking insights, innovative methodologies, and collaborative efforts aimed at enhancing digital literacy, culture and education for the evolving digital landscape, and bridging the digital divide across Europe.

Highlights of the event include:
1. Keynote Speeches: Renowned experts and thought leaders deliver inspirational keynote speeches, sharing insights and visions for the future of digital skills in Europe. Policymakers, members of academia, and industry experts present the role of governments, universities and the tech industry in fostering digital literacy and skills and promoting lifelong learning in view of emerging technological advancement.
2. Hands-on Workshops: Interactive and practical workshops are conducted to enhance attendees’ digital competencies, ensuring that participants can/could actively apply the knowledge gained. Through innovative tools, EU projects such as RAYUELA, CrAL, AI4AL, ACTIon, and EntreComp Synergies explored project-based learning, new learning methodologies, policy updates, gamification, and collaborative online platforms.
3. Lectures on Digital Transformation: Attendees have the opportunity to attend insightful lectures and gain a deeper understanding of the digital transformation’s impact on creative and cultural industries, education, and soft skills. The lectures provide attendees with invaluable knowledge to transfer and implement in their organizations and communities.
4. ALL DIGITAL Cafe: The ALL DIGITAL Cafe serves as a platform for brainstorming and collaboration, facilitating the development of innovative ideas for future EU projects to tackle the digital divide and enhance digital inclusion efforts.
5. Lightning Talks: ALL DIGITAL members share knowledge and outputs from EU digital education projects and learning methodologies during this session.
6. Emerging Technologies Shaping Education: Renowned experts delve into the relationship between emerging technologies, such as artificial intelligence (AI) and IoT, with competences frameworks, policy actions, and education.

Participants are offered meaningful interactions, networking opportunities, and the chance to contribute to the formulation of a digitally proficient European community.

ALL DIGITAL CAFÉ

 

Concept

The ALL DIGITAL Café session is a participatory get-together to discuss the latest ideas on different fields of digital education.

The first part will be dedicated to the introductory session where four Board members will present the 4 scheduled sessions. They will explain the scope of the engaging conversation that they will lead in the second part of the gathering.

The second part will consist on a one hour discussion between members of ALL DIGITAL, stakeholders and experts in the digital skills and inclusion field, led by our 4 Board members: Achilles Kameas, Hellenic Open University, Marianna Marcucci, Invasioni Digitali and Europeana Network Association, Nenja Wolbers, Stiftung Digitale Chancen, David Domínguez, Fundación Esplai. They will cover respectively digital innovation, digital transformation for audience engagement in cultural heritage, digital equality, and digital transformation in non-profits.

The goal of each discussion is to generate ideas useful to draft and submit new European projects involving the ALL DIGITAL members, potential new members, and partner organisations. Participation to each session is voluntary, however, we would privilege the idea of clustering participants on the basis of topic interest and area of expertise, as this would allow to have to have more focused roundtables and fruitful discussions.

Digital Equality

Is digital equality (or digital equity) still defensible in light of the climate crisis? Digital equality is essential for a well-functioning society, as digital technology plays an increasingly important role in our lives. Digital equality refers to equal access and use of digital technologies and resources for all people, regardless of their social, economic or cultural background. Digital equality goes hand in hand with the expansion of broadband infrastructure, barrier-free design of new end devices, the implementation of projects and initiatives. All these measures consume more and ever, more resources and pollute the environment.

With rising sea levels and fires all over Europe, is it still justifiable to expand and further develop digital tools and server services, and all this in the name of social prosperity? And if so, how can we think both together? If no, what are the consequences? Let’s discuss together on a European and global scale!

The theme will be presented by Nenja Wolbers, Stiftung Digitale Chancen.

Digital Transformation for Audience engagement in Cultural Heritage

Digital transformation is a key priority for cultural heritage institutions today. By digitizing their collections, they can increase their visibility and reach new audiences around the world but, equally important, they can use digital technologies to engage with users in new and innovative ways.

However, it is important for cultural heritage institutions to remember that their role is not just to reach a global audience. They also have a responsibility to connect with their local communities. In the post-COVID-19 era, this is more important than ever: user-driven storytelling, co-creation, crowdsourcing, and citizen participation are just some examples of creating content that is relevant to the local community.

By using digital technologies to connect with their local communities, cultural heritage institutions  can play a vital role in building a more resilient and inclusive society.

The theme will be presented by Marianna Marcucci, Invasioni Digitali and Europeana Network Association. 

Digital Social Innovation

According to the quintuple helix model, innovation is a process that involves five different mechanisms: Education, State, Industry, Public & Environment. For this process to yield results that would really improve society, all contributing factors must participate, collaborate and interplay. Of special importance is social innovation, that is, innovation that results from members of the society itself, who can participate with anu of the above roles. The recent digital transformation of society that equipped most of its members with basic digital skills and the proliferation of new digital technologies that broaden the horizon of what’s possible can prove the catalysts for a new wave of digital social innovation. Education and training will again be the power engine to achieve this goal via capacity building of involved actors, but also collaboration and citizen engagement are expected to play a major role. This round table will respond to a call for action that will lead to the development of innovative projects to achieve digital social innovation via the Erasmus+ programme.

Concept

The makerspace is a space where over 2 days, 8 ALL DIGITAL members will present and demonstrate workshops on practical skills they implement in their projects.

The sessions will begin with a short presentation to pitch and explain the methodology of the 2/3 scheduled workshops (5 minutes for each presenter). Then the participants will choose the workshop they want to take part in and will be split into 2/3 groups. The trainers will deliver the workshops for about an hour and 15’ of group work.

Tuesday 26.09 – 11.50-13.20

HoU, EPMA, Agility in educational practices

Practical workshop based on outcomes of the Agile2Learn project

The Agile2Learn project introduces the Agile Project Based Learning into education as a new enhanced educational approach to promote the development of key transversal competencies needed in the 21st century. Project Based Learning (PBL) is a well-known approach where students apply their knowledge to solve authentic problems and produce results that matter. PBL students take advantage of digital tools to produce high quality, collaborative products. In Agile2Learn project, PBL techniques are reinforced with Agile pedagogy to achieve enhancement in the classroom.

In the first part of the workshop, the participants will try a “taste” of the agile approach. They will try out the agile method in a simple and quick way, understand what it consists of and what are its advantages. In the second part of the WS, there would be a guided discussion with the project participants sharing their best practices so that the participants can imagine how agile works in practice. In the third, facilitation, part we would lead the participants to think individually about how the introduction of agile methods could help them in their practice and what concrete individual steps they can take to do so.

The goal of the entire WS is to understand the benefits of an agile approach and to realize how participants can apply it in their own work context or offer it to their stakeholders. The will specifically understand what they need to do and what steps they should take to do so. This all will be done in the context of the 21 module based course designed and piloted throughout the course of the project and corresponding platform containing an international community of practice. Both ready online to be used by interested users and stakeholders.

ALDA Workshop, Enhancing citizens’ participation through digitalisation

 Considering the great, solid and long-lasting collaboration between ALDA and local authorities; taking into account the importance of leveraging digital technologies for cities to improve the quality of the lives of their citizens; keeping in mind the key role of digital education to empower citizens and make their voice heard; we would like to implement a short training on e-participation and e-democracy, based on ALDA’s experience in this field.

Programme based on non-formal education methods:

  • Where do you stand? – A short energizer (around 10′) to investigate participants’ perceptions, opinions and awareness on e-democracy and e-participation;
  • Presentation by ALDA on e-democracy and e-participation (about 15′) to provide an overview of the targeted topics, tools, good practices and successful stories;
  • Scenario simulation on the creation of a smart city and community through citizens’ involvement and e-participation; 2 consequent activities would be proposed:
  • Online survey (15′ for its distribution and results collection): Is your city as Smart as you are?. The survey will be available on online tools – such as Kahoot / Slido – to investigate citizens’ (= training participants) concerns in their urban environment, to know their opinion on the current status and on the potential smartness of their city. The focus would be on education, mobility, infrastructures, and sustainability issues;
  • Working groups (about 45′): How would you make your city Smarter? This group discussion activity aims at discussing the potential smart solutions to be implemented in their cities and territories that would improve the citizens’ quality of life.

COLECTIC, “Data Control Wars pitch”

The workshop is based on a serious roleplaying game about how data control means controlling the world.

Multiple possible futures are pulsating in the present. In the context of surveillance capitalism and the growing algorithmic governance of society, various agents organize themselves and mobilize their resources so that tomorrow is as close as possible to what they want.
Many FLOSS (Free/libre Open Source Software) initiatives develop technologies with the aim of pursuing a more fair and democratic society, where people have greater control over their data and their lives together. However, these ways of understanding the relationship between society and technology have to compete with others that prioritize economic profit over people’s life improvement, such as the one promoted by the big Silicon Valley corporations.
Data Control Wars makes evident these struggles for the conquest of the future through an experimental game, where various actors will confront each other using technologies and ways of understanding and managing data to influence the world we will live in tomorrow.
Data Control Wars is a serious game about about how data control means controlling the world.

AI4AL, Workshop: AI-Driven Skill Profiling for Education and Career Orientation

AI4AL is an Erasmus+ funded project to facilitate a mindful adoption of AI technologies in the Adult Learning and Education (ALE) sector. The project is developing a methodology and a tool with the direct involvement of adult educators and offer training opportunities for the application of AI technologies in ALE.

The consortium is organising a session to test with educators the new tool it developed. The workshop aims at equipping educators with the means for better skills needs assessment, personalised training offers and career orientation by teaching the fundamentals of an AI-driven skill-profiling and career orientation tool.

Langas I Ateiti‘‘Empowering critical thinking education in local communities

The workshop will be based on the educational materials of the project „Empowering critical thinking education in local communities“ which has the goal to strengthen media literacy in schools. The project focuses in particular on school librarians who, by working in the field of information and media literacy and by reaching out to the wider school community, will be able to use the resources developed by the project to pass on the knowledge and skills of critical thinking to other teachers, students and their parents. The project is funded by European Media and Information Fund.

Are you interested in media literacy education? Join us for this workshop, where we will present the project vision, involve participants in educational activities of critcal thinking and provide the space to share valuable experience of workshop participants.

EPMA, Vivier de Projets Numériques (VPN)

VPN, meaning Pool of Digital Projects in French, is a European project of the Erasmus+ programme aiming at putting digital technology at the service of youth associations’ projects.

Coordinated by Animafac (French association) and built with Actions Média Jeunes (Belgian association), EPMA (Czech association) and Hello Asso (ethical French company) over two years, this project will create 5 intellectual productions to promote the understanding of digital technology by young people involved:

  • Tutorials for creating websites, applications, media, online events and video games
  • A guide to digital project management,
  • A series of videos to understand the societal and environmental challenges of digital technology,
  • An interactive questionnaire to help young people certify their digital skills,
  • A collection of European good practices to encourage the emergence of digital projects.

Each of these productions are accompanied by resources to create training frameworks and workshops that were organised by each of the associations in order to disseminate the project and the tools produced to young people and trainers. Finally, an international training course was also organised to allow an intercultural exchange and new collaborations between young people from different countries.

We would like to share these outputs with the AD members because we think it can be a valuable material to use for youth digital education

Mediawijs, Policy tools for digital inclusion

In the last years, Mediawijs developed two tools to help local governments and organisations in welfare to develop a policy on digital inclusion. The starting point is an analysis of the current situation and context, followed by a workshop in which future priorities are set. For this, we use building blocks, pointing out on which elements you can work to improve digital inclusion. Based on the selected building blocks and all the input from the workshop, a policy is developed. In this workshop session we will guide the participants through the steps of this process and introduce them the different building blocks.

Both tools will be introduced, the exercises will focus on the policy tool for welfare organisations.

Maks, “Stories That Matter”

Stories that Matters brings together Serbian and Belgian teachers around a newly developed methodology “Digital Design for Change” in a small-scale Erasmus partnership between Maks vzw and Vega Youth Center.

This four-step design thinking methodology can be used to work with youngsters  (+12) on societal issues and guide them to co-create solutions. During the workshop, we will highlight the four steps we used, show some results of previous workshops, and experience some exercises.

Veronique de Leener, MAKS Director, will deliver a workshop where participants can experience the interactive methodology in 45 minutes.

Lightning talks consist of 5-7 minutes pitch to a diverse audience of experts in the digital skills and education field and represent an opportunity to hear about interesting activities, initiatives, and projects related to digital education in Europe. The presenters are ALL DIGITAL member organizations, as well as other organizations from formal and non-formal education settings, and aim at creating awareness about the impactful work they carry out.

1. ALDA – France

The Digital and Innovation Hub of ALDA

ALDA’s Digital & Innovation Hub was created to take advantage of the digital means to pursue our organisation’s main purpose, namely fostering digital skills to make citizens more active and aware, and enhancing civic engagement with participatory processes that give substance to the notion of local democracy through offline and online tools.

Our Hub’s work in this direction can be better understood by looking at one of our newest projects called MEDIUM, an Erasmus+ project aiming to create education opportunities for municipalities related to Artificial Intelligence and Virtual Reality. The project is rooted in the belief that increasing digital skills in the public sector will foster both innovation and accessibility to public services, thus bringing the public administration closer to citizens and vice versa. At its core, the project provides local public officers from Belgium and Portugal with a high-level training on immersive technologies, on the metaverse and on participatory strategies.

Ultimately, the project will show public institutions that innovation in the public sector is possible and that leveraging digital resources can have indirect outcomes on civic engagement and participation.

2.Langas I Ateiti – Lithuania

Empowering critical thinking education in local communities

The goal of the project „Empowering critical thinking education in local communities“ from Lithuania is to strengthen media literacy, specifically critical thinking, by providing active representatives of local communities with the knowledge and tools to teach this to their community members. The project focuses in particular on school librarians who, by working in the field of information and media literacy and by reaching out to the wider school community, will be able to use the resources developed by the project to pass on the knowledge and skills of critical thinking to other teachers, students and their parents. The project is funded by European Media and Information Fund.

The lightning talk will focus on project highlights and main discoveries: (i) the survey of school libraries that revealed the great need of the ready-to-use educational materials and the potential for librarians to reach students and other teachers with their educational lessons; (ii) following the needs of target group the educational materials are being developed.

3.Fundació Bofill – Spain

Exploratoris Project

Exploratoris are digital equity labs, where we involve teachers to reflect and experiment with challenges where it intersects education, technology, and equity. For instance, around such as IA and bias, or how to ensure better educational opportunities implementing maker culture in the Catalan distrital schools, among others.

At the Fundació Bofill, we want to empower the teacher leaders of communities. One of our purposes is to empower themselves and be part of the triggers for the educational community to participate in innovations, in an equitable and accessible way for everyone. In the Exploratoris, we are involving actors from all over the territory, giving them visibility, presence, and prominence together with references sharing knowledge and solutions to the educational challenges that challenge us.

Making society more inclusive through digital

Society is becoming more and more digitised in Europe and with it, all the useful services of daily life: public services, banking, welfare benefits, health, etc. Indeed, technology is at the heart of innovations and sometimes progress. However, for a cohort of people, digital technology is not a given. That is why WeTechCare has set itself the mission of making digital technology a vector for social progress. To do so, we are working on two main areas. On the one hand, we enrich the range of services offered by the social world by increasing their digital skills. On the other hand, we try to develop the digital autonomy of all publics. Since its creation, WeTechCare has succeeded in mobilizing a community of 15,000 social structures and has contributed to the digital autonomy of more than one million people. Nonetheless, there are still many challenges to be met. This year, we are working in particular on :

  • 1) “Go-to” mechanisms (especially through social networks)
  • 2) Evaluating e-learning opportunities, with a focus on measuring what technology can do, and what people must continue to do.

We have a strong experience in digital inclusion. First, by deploying action plans on large scales. Then on mobilizing all stakeholders: from the learner, to the caregiver, the structures, the networks of structures, right up to the definition of national strategies.This model has already been replicated in environments other than France. It is a source of opportunities for collaboration throughout the rest of Europe. We could share our experience and present some projects that can be replicated in other territories.

5. EPMA – Czech Republic

CyberBOX project

Under an ERASMUS+ partnership for youth, EPMA is with its project partners finalizing the development of an educational gamified program using artificial intelligence, including related methodology supporting development in topics in the field of personal cybersecurity. The gamified educational program aims at enabling youth, including migrant youth, to get more education about cybersecurity topics. The project  is developed and tested in the Czech Republic and Slovakia and by end of September will be ready also for English speaking audiences as well as Ukrainian migrants.

During the lightning talks, EPMA would like to present the CyberBOX project to participants who can learn from our experiences and use the results that we obtained over the past year for the benefit of their target groups. During this lightning talk we will also follow up to the well-received GameBOX project workshop that took place at the 2022 Summit. GameBOX is another educational gamified program developed as a part of a larger platform.

6. Mediawijs – Belgium

Digital inclusion in local governments

Regarding digital inclusion, Mediawijs is working in different areas: from education to welfare. Our biggest project is the one aimed at local governments, consisting of three pillars. First, we provide a network, by bringing different organizations together in a taskforce, events, etc. The second pillar is a training course for employees of local governments. Finally, we focus on digibuddies, by providing them with materials and education. In the lightning talk, we will highlight each of these pillars with examples.

7. EVBB – Belgium

ACT – Virtual Exchange project

ACT, is a Virtual Exchanges project, which aims to bring together students and young people from European and Southern Mediterranean countries and through the implementation of different online formal and non-formal activities will develop the values of active citizenship, freedom, tolerance and non-discrimination. The target group of ACT, lies among students and academic and administrative staff of HEIs as well as youth workers active in their societies and special delegates of policy making bodies.

8a. DAISSy research group of Hellenic Open University – Greece

Special Education STEAM Academy 

The SPICE project aims to enhance the competences of primary education teachers to effectively implement Inclusive STEAM Education and to bridge the gap between STEAM and special education. Two main outcomes of the project are the STEAM in Special Education Competence Framework and the Special Needs STEAM educator profile, which have been developed and will serve as the foundation for the design and development of a comprehensive Educational Training Programme for teachers. The project also seeks to establish a ‘STEAM in Special Education Alliance’ through a strong online Community of Practice.

8b. STE(A)M Education European Roadmap

The SEER project aims to provide roadmaps for policy and institutional changes to mainstream STE(A)M education in Europe. It assesses the status of STE(A)M education, evaluates policies, and offers recommendations to education authorities. The project has also established the SEER Network, a collaborative network of leading STE(A)M Education stakeholders, teacher training institutions, STEM industry representatives, and educational research organizations.

9. Global Libraries Bulgaria

Libraries as gateways for all to access technology and life-long learning

In the rapidly changing world of technological development, artificial intelligence and diverse learning opportunities, public libraries are the only free place to access knowledge, information, technology and socialization for people of all ages and educational levels. The partners in the ADELE project (Advancing Digital Empowerment of Libraries in Europe) aim to answer this question by offering a free customizable web-based tool that will help adult education organisations to reflect on their use and where they can further integrate digital technologies to improve their services.

All members of the All Digital network are concerned with seeking and expanding opportunities for people to access technology, and use it for both formal and non-formal education and professional development. The results of the ADELE project may be useful for many of them and help them find suitable partners in Europe’s libraries.

Universal Design and Pedagogical Practices for Low-skilled Adults

The project AdultDigitalUp aims to prepare Adult Educators who work with low-skilled adults, to become active participants in the digital and social arena.

This presentation explores the integration of Universal Design principles into pedagogical practices for enhancing digital skills among low-skilled adults. Emphasizing inclusivity, the project aims at developing the competencies of adult educators to use Universal Design to foster equitable and accessible learning environments. It highlights the necessity for adult educators to receive pedagogical recommendations that cater to the unique learning needs of low-skilled adults. Attendees will gain insights into effective strategies that empower low-skilled adults to develop essential digital skills, bridging the digital divide and fostering lifelong learning opportunities for all.

Preparing adult educators is one of the best investments for achieving the Digital Agenda for Europe.

11. COLECTIC – Spain

#CS4ALL – Living with technology: innovation in education!

Technology is a fundamental part of our live. The household appliances we have at home, public transport, or the mobile phone we always carry in our pocket work thanks to the software they carry. Daily contact with technology is inevitable, but at the same time very few people have the knowledge to understand how this software works and how to design and develop it.
We think it is key to change this!
We are convinced that programming is the new literacy skill, a basic skill that every boy and girl should learn. All girls and boys must have the opportunity to learn to program, regardless of their family, social or economic situation.
#CS4ALL is an innovative methodology and study program for teachers and educators working with kids and young people from 6 to 18 years, as well as a learning journey guiding young learners in a very structured way from offline activities to programming in Python.

Interesting for the audience: many All Digital member organizations offer training in digital skills and computational competences and probably interested in hearing about this new experience from Portugal, UK and Spain.

Future-proof your learners with Certification

A practical ‘how to’ guide on integrating certification to deliver future-proofed learners, with practical examples from All Digital Partners. The lightning talk is a a good fit for the theme of Skills for Digital Tomorrow of the Summit.

Offering certification as a measure of return on investment in training adds value to funded projects and bolsters funding applications – as well the results for the learners.  Digital competence centres can increase their credibility through offering certification that increases employability, and inclusion for their learners.

13. GIRLS GO CIRCULAR – EU
Empowering girls with digital, green, and entrepreneurial skills

Girls Go Circular is an EU-funded education project that equips girls aged 14-19 across Europe with digital and entrepreneurial skills through an online learning programme on the circular economy. The programme is active in 23 European countries and has already helped training 27,000 girls in the last three years.

14. D-PAIDEIA project

During the covid19 pandemic it was made clear that in order to be effective, teachers, not only had to be able to use digital tools but also they had to be aware of the social, emotional and affective aspects of digital technology-based education.

This issue is addressed by D-PAIDEIA, an Erasmus+ Forward Looking project which is working in order to update the DigCompEdu qualifications framework in order to take into account these aspects that emerged from the pandemic experience. Through extensive consultation with teachers and experts, D-PAIDEIA has proposed new skills and dimensions. It proposed to add three new elements in the Professional engagement dimension of the framework as well as a fifth dimension on the teachers’ pedagogical competencies area (Social Skills and Communication)

Based on this updated qualifications framework, the project aims to train teachers and practitioners (of all levels) on these skills and to develop a method and provide support to educational institutions in order to develop pedagogical digital strategies that will help them to coordinate their efforts, in the framework of a whole school approach.

15. European Council for Steiner Waldorf Education (ECSWE)

Communicating Our Humanity: Development-Oriented and Holistic Media Education

In the HERMMES project 11 partners gather their knowledge to help children and young people to become media mature by the end of their school career. They should be able to use the full range of analogue and digital media for their own education, participation in civil society and the labour market. But to achieve this, the timing and form of using digital media in education should be closely aligned with the developmental phases of children.
Therefore, parents, teachers and researchers have joined their resources to work towards helping children and young people to become resilient and media mature citizens who can make their own informed choices on WHETHER and HOW they use digital technology in a humane way.
The lightning talk will focus on the unique cooperation between schools and parents to achieve this goal, and on how a holistic approach can best serve pupils’ interest in becoming tech-savvy and resilient adults.

16. Generalitat de Catalunya –with Xarxa Punt TIC – Spain

Bridging the structural gap: 7 key ideas to tackle digital inequalities 

The Catalan Government is developing a National Strategy for socio-digital inclusion to face the present and the future challenges of digitization, as well as to promote the improvement of inclusive and safe development, with the aim of drawing up a work plan for the digital Catalonia of 2030.

What makes our journey different?  The singularities of this endeavor can be summarised in 7 key ideas:

  • Deployment of the Catalan Charter of Digital Rights and Responsibilities
  • Socio-digital perspective, not only digital but paying attention to intersections between age, gender, origins, capacities and more
  • Departing from the human-centric approach, one of the main European digital rights and principles
  • In a mature digital society, citizens have access and knowledge to use sufficiently the digital tools and domains. This includes from basic skills to fostering talent and vocations, as well as the empowerment of knowledge and the critical view of the citizenry in the face of the impact of emerging technologies such as artificial intelligence, the Internet of Things, quantum computing
  • Testing collaborative schemes inspired by mission-oriented innovation
  • Inclusive perspective, multistakeholder based on the 4H, inviting specific social groups
  • Contributing to the Digital Decade and the Digital Compass, as well as fostering initiatives aligned with the twin transition (green and digital), as proposed as proposed at the EU level

This action allows responding to the new challenges that citizens face in terms of digitization. Likewise, the strategy will consider the development and implementation of new technologies applied to improving the socio-working conditions of the most vulnerable people and the leadership of the transition towards inclusive digitalization.

Catalonia is piloting a national strategy against the digital divide. In this journey aiming to build strategic alliances throughout Europe. Workshop: AI-Driven Skill Profiling for Education and Career Orientation

AI4AL is an Erasmus+ funded project to facilitate a mindful adoption of AI technologies in the Adult Learning and Education (ALE) sector. The project is developing a methodology and a tool with the direct involvement of adult educators and offer training opportunities for the application of AI technologies in ALE.

We are organising a session on 26 September (15:00-16:30) within the framework of parallel workshops at the ALL DIGITAL Summit 2023 in Zagreb to test our new tool with educators.

Workshop description: Our workshop aims to equip educators with the means for better skills needs assessment, personalised training offers and career orientation by teaching the fundamentals of an AI-driven skill-profiling and career orientation tool.

Participant profile: The workshop will be limited to 10 participants that should show a great interest in using technology for skills assessment and career orientation. After the workshop, the participants should enter a testing phase, to apply the tool on the ground and gather valuable feedback to better help learners find career guidance and eventually make informed decisions about courses. Participants will be given detailed information on the tool prior to the event and are expected to bring a smartphone. Wifi will be provided at the venue. We encourage all participants with an interest and the resources for such testing to join this workshop. No specific experience or knowledge in relation to AI is needed.

Background

Being online is a way of living for young Europeans: According to Eurostat, a large majority of young people in the EU make daily use of the internet, but only a quarter use the full potential of digital technologies to exercise their civic rights, to access health and education services, and for political participation. There is a clear gap in the way young people use digital technologies, and this gap is even wider when it comes to disadvantaged youth.

ACTIon – Promoting active citizenship through civic education and active online participation of youth role models is an Erasmus+ KA3 Social inclusion project that started at the beginning of 2021 to fill this gap.

The three-year project aims to train young people from socially disadvantaged areas, as well as minority and refugee groups, to support their integration into mainstream society by enhancing access to health, education, online participation, the labour market and civic engagement.

 

Audience

The ACTIon Final International Workshop to take place on 25 September during the first day of the ALL DIGITAL Summit at the Algebra University College invites participants who are curious to learn and have hands-on experience on alternative training programmes and tools to equip adolescents and young people (14-25 years old) with digital competencies for active citizenship and online participation.

This workshop will be mostly interesting for:

  • practitioners in formal education environments, e.g. teachers, instructors
  • trainers and youth workers offering non-formal training to young people
  • other professionals/academicians/students who are working on or wishing to play a role in empowering young people with digital/social skills and civic education
  • those interested in social inclusion – as the project has a specific focus on disadvantaged youth
  • young people who want to reflect on digital skills for active citizenship and online participation

 

Programme

During the first part of the workshop, participants will hear about two training programmes and the outcomes of their piloting activities:

 

Digital Participation and Active Citizenship (DigiPAC) for formal education of children and adolescents, 14-18 years old

  • How to establish a positive, meaningful and respectful interaction online (netiquette)
  • Having a good understanding of inclusion, respect and tolerance
  • Learning how to take action against hate speech, discrimination and cyberbullying
  • Learning about the ways of self-expression, storytelling, electioneering (defending one’s opinions)
  • Using online participation tools

 

Model for Opinion Leaders Activation (MOLA) for community-based education of young adults, up to 25 years old

  • Safe and efficient browsing on internet
  • Searching for health information
  • Identifying fake news and disinformation
  • Differentiating between fact/opinion
  • Understanding how to be a positive opinion leader/online influencer
  • Being aware of one’s digital identity: “Think before you post!”

In the second part, the World Café will offer the following hands-on experience to the participants:

  • Using the FIRE app to get skills for turning an idea to reality (how to organize a community, plan and implement changes and communicate about your work/cause/project results)
  • Working together to get an understanding of netiquette and electioneering, as well as learning how to use the OPIN platform for online participation
  • Brainstorming on policy recommendations to improve digital participation and active citizenship for young people at local, national and European level

On 18 April the College of Commissioners adopted the proposal for a Council Recommendation on improving the provision of digital skills in education and training. The proposal constitutes Action 10 of the Digital Education Action Plan (2021-2027) (DEAP). ALL DIGITAL approves of the proposal and urges the Spanish Council Presidency, which has taken office 1 July, to further its swift adoption. The proposal relates closely to and complements the proposal for a Council Recommendation on key enabling factors for successful digital education and training under Action 1 of the DEAP (Find ALL DIGITAL’s position on this proposal here). The proposal on improving the provision of digital skills addresses the development of digital competences within education and training settings, which complements the other proposal’s topic of using digital methodologies, tools and content in education and training.

ALL DIGITAL approves of the proposed Council Recommendation on improving the provision of digital skills in education and training and urges Member States to reach a swift agreement on their adoption, as well as a strong commitment towards their subsequent implementation. We stand ready to continue to support the European Commission and Member States in their initiatives towards the inclusive and accessible development of digital skills for all.

On 18 April the College of Commissioners adopted the proposal for a Council Recommendation on the key enabling factors for successful education. The proposal is the result of the Structured Dialogue under Action 1 of the Digital Education Action Plan (2021-2027) (DEAP). ALL DIGITAL warmly welcomes the proposal and urges the Spanish Council Presidency, which has taken office 1 July, to further its swift adoption. The proposal relates closely to and complements the proposal for a Council Recommendation on improving the provision of digital skills in education and training under Action 10 of the DEAP (Find ALL DIGITAL’s position on this proposal here). The proposal on key enabling factors thereby covers the interpretation of “digital education” in the sense of using digital tools in the provision of education and training, complementing the other proposal’s view on the development of digital competences within education and training settings.

While a few points of possible improvements to the proposed recommendations exist, namely the recognition of informal and non-formal education and training as an essential factor itself, the inclusion of civil society actors in all stakeholder cooperations, and an explicit reference to adequate funding for teachers and trainers’ capacity building efforts, ALL DIGITAL approves of the proposed Council Recommendations and urges Member States to reach a swift agreement on their adoption, as well as a strong commitment towards their subsequent implementation.

What we celebrate

Thousands of individuals and hundreds of organisations around Europe work daily with communities to empower citizens through technology and the Internet: from teaching digital and media literacy and online safety to helping people carry out government, financial or commercial transactions and to training in coding, robotics and cybersecurity.

These individuals and organisations often support entrepreneurship and employability in an ever-changing digital environment and labour market and unite different stakeholders in campaigns and projects that aim to ensure digital inclusion and enable digital social innovation.

ALL DIGITAL has established the Awards to recognise and celebrate their innovation, dedication and the inspiring role they play to many people.

2023 Awards Ceremony

The Awards ceremony were celebrated in Zagreb on 26 September 2023. The winners received the trophies and have the opportunity to present their initiatives to an audience of more than 150 participants.

After an exhaustive selection process by our esteemed jury, carefully deliberating among the exceptional candidates met before, we were thrilled to unveil the winners of the ALL DIGITAL Awards 2023!

ALL DIGITAL Awards 2023 Ceremony @Zagreb

The ALL DIGITAL Awards celebrate the individuals and organisations across Europe that enable citizens to transform and enrich their lives through the benefits and opportunities created by digital technologies.

 

Background

Previously also known as Telecentre-Europe Awards and Digital Inclusion Awards, they were given to organisations and individuals working in the field of digital inclusion to acknowledge their work. Good practices and nominations used to be presented on the Unite-IT e-inclusion network portal, which was the focal point of information, news, resources, database of practices and policies in Europe with specific focus on ICT for inclusion and social cohesion.

Enhancing Critical Thinking through Media Literacy – CrAL Final International Workshop

Over the last twenty years, significant changes in digital technology have greatly influenced how young people perceive the world, interact with others, and view themselves. This digital transformation has created a virtual environment where young individuals are constantly exposed to audiovisual content and engage in interactions online. However, this has led to a scenario where young people mostly consume entertaining digital media without critically reflecting on meaningful content that contributes to their personal identity development.

The constant exposure to a variety of audiovisual stimuli indirectly enhances their skills in understanding visual language. Unfortunately, although there’s easy access to abundant information, many young people lack adequate media literacy skills, meaning that young people are easily fooled by partisan, biased, or fake news. Given this context, it is crucial to foster critical thinking and media literacy among young people, and this is where the CrAL project comes in!

CrAL – Creative Audiovisual Lab for the promotion of critical thinking and media literacy, an Erasmus+ KA3 Social Inclusion project aims to enhance critical thinking and media literacy among young people between 14-19 years old, parents, and educational staff. The CrAL project contributes to providing young people with the necessary skills to better understand the world they live in, stimulate their critical thinking and sense of responsibility, and help them express their voice online and offline.

Introduction:

We have released our report on the AD Weeks 2023 Report FINAL, an extensive awareness raising campaign that spanned across Europe. The report showcases the organization’s remarkable achievements in organizing numerous local and international events aimed at addressing the pressing issue of the digital skills gap. Notably, the campaign culminated in the international launch event focusing on policy matters and featuring the esteemed presence of European Commissioner Nicolas Schmit, and influential stakeholders such as Microsoft’s representative Jeremy Rollison and LLLP Director, Brikena Xhomaqi.

Raising Awareness at a Local and International Scale:

The ALL DIGITAL Weeks 2023 initiative was a resounding success, with more than 900 local events organized throughout Europe. These events served as vibrant platforms for communities to come together and engage in various activities, workshops, and discussions centered around digital skills development. The campaign encompassed a diverse range of events tailored to different age groups and skill levels, ranging from digital literacy workshops for senior citizens to training on cybersecurity or advanced skills for youth.

In addition to the local events, the campaign also featured 14 international events that brought together policymakers, trainers, and experts in the digital education field from different European countries. These events fostered collaboration, knowledge sharing, and best practices exchange, with a particular focus on European projects dedicated to bridging the digital skills gap. By connecting stakeholders from across the continent, the ALL DIGITAL Weeks 2023 initiative fostered a dynamic and inclusive ecosystem for tackling digital skills challenges.

The pinnacle of the ALL DIGITAL Weeks 2023 campaign was the high-profile launch event, graced by the presence of European Commissioner Nicolas Schmidt and numerous stakeholders invested in digital skills development. This event provided a crucial platform for discussing the current state of digital skills in Europe, identifying challenges, and exploring potential solutions. Commissioner Schmidt’s participation underscored the European Union’s commitment to prioritizing digital skills enhancement and the crucial role played by organizations like ALL DIGITAL.

Sessions with teachers and trainers on: Using DigComp to design learning activities on digital content generation with AI tools at foundation, intermediate, and advanced level

Presentation of the ADA Workshop

 

This workshop promoted under the aegis of the ALL DIGITAL Academy (ADA) offers participants two intertwined opportunities:

  1. to learn how the DigComp framework can support the design of educational activities about the use of AI tools at different proficiency levels and for different target groups. In particular, inspiration for the definition of learning outcomes (LOs) on AI-related and other digital competences will be drawn from the over 250 examples of knowledge, skills, and attitudes of the DigComp 2.2 report;
  2. to explore the use of generative AI tools (in particular ChatGPT) for research, content creation, and lesson-planning purposes.

 

The workshop’s three sessions will propose information, reflections and activities according to a progression along the three DigComp macro proficiency levels as follows:

  • at the foundation level, the aim is to develop basic knowledge, skills, and attitudes to interact with a generative AI tool such as ChatGPT. The focus of Session 1 will be on designing and refining prompts to research a concrete topic (the pros and cons of using generative AI in education) and to summarize the findings. Attention will be paid to how to perform such relatively simple tasks in a confident, critical, and responsible way and to provide guidance to learners when needed, in a way that supports them to become more independent users of such tools;
  • at the intermediate level, learners should manage well-defined routine tasks when interacting with generative AI tools for content creation, and be able to solve straightforward problems independently and use generative AI tools according to their own needs. The focus of Session 2 will be on using ChatGPT to create and refine educational materials (such as informative leaflets, a presentation, a guide, etc.) on the use of generative AI in education based on the results of Step 1;
  • at the advanced level, learners should apply their new skills to more complex non-routine tasks, and independently choose the most appropriate tools for the given task. Advanced level competence also includes guiding or tutoring other learners. For this reason, the aim of Session 3 will be to design lesson plans for different target groups (on topics to be chosen by the participants) using ChatGPT to articulate objectives, LOs, and activities.

 

After the general introduction to the workshop given in Session 1 (participants are expected to attend all three sessions, so this will not be repeated), each session will be divided into three parts:

  1. Initial plenary (20 min.) – Presentation of inspirational usages of generative AI tools with reflections on how they may contribute to the development of DigComp competences, by referring to AI-related and other knowledge, skills, and attitudes examples from DigComp 2.2.
  2. Working group activity (50 min.) – Activation of small WGs (max 8 people each) with the mutual presentation of participants and execution of the assigned tasks using the tools made available to each WG and participants’ own devices.
  3. Sharing activity (20 min.) – Presentation and discussion in the plenary of the results of each WG.

 

How to join the Workshop

This ADA Workshop requires interested participants to reply to a Call for expression of interest because most of the activities will be carried out in small groups (8 participants), each facilitated by an ALL DIGITAL guide (5 of them), for a maximum of about 40 participants in total. Besides, participants will have to register to the Summit to attend in person here.
