Telecentar is an association of citizens registered in 2005 with the aim of promoting lifelong learning as a key development tool for all citizens. From 2005 to 2008, Telecentar coordinated a regional network of non-governmental organizations, which conducted an educational program to develop digital competencies, English language, social and entrepreneurial skills for 5,000 refugees and displaced persons.

The program was cited in 2016 as an example of good practice in the eSkills manifesto of European SchoolNet and Digital Europe. From 2011 to 2020, Telecentar participated in the development of occupational standards, qualification standards and curricula for the vocational program of media technicians, sound recorders and image recorders, and the university program of digital designers and multimedia engineers. In the same period, an informal program of workshops on the development of digital and media literacy for children, young people, adults and the elderly was conducted. From 2012 to 2020, Telecentar participated in the implementation of 14 EU funded projects.

The projects were implemented in cooperation with 19 Croatian and 26 international partners from 17 countries. The projects were presented as examples of good practice in 2014 at the UNESCO Media and Information Literacy Forum in Paris, in 2015 at the Lifelong Learning Platform Media Literacy Conference in Brussels, in 2016 in the Council of Europe report Mapping of Media Literacy Practices and Actions in EU-28, and in 2019 at the Conference on Media Literacy of the European Commission in Brussels.
